Why is that needed anyway? the US has military bases around the world, they should focus on supersonic high endurance UAV's IMO. DARPA has too much time and money on their hands.

That's how technology progresses.

If you have the resources, you can go on to build great things.
Necessary or not, if you can improve upon something, you should. You never know.

It may come useful in the fight against aliens (read the other thread about Aliens attacking us in November.)

You never know if the countries decided to close the bases, not allowed the use of the bases for military operations or were destroyed. So its always a good thing to have a backup plan to strike targets half way around the world in an hour or so.
