How are they exempted?

I don't think hawkers, chaiwalls etc.need to pay taxes. You need a mimum income to see taxation. Plus, in this government, recognizing that hawking a good source of employment, further stpes were taken with MMS telling all state govts that insetad of 'clearing' them, they should be unmolested and further facilities like 'zoning' etc. should be provided for them.
