I think Pakistan in the near future needs to strongly consider developing an autonomous asymmetric military unit parallel to the conventional military like IRGC in Iran.

There are several units that need to be created under the large umbrella of PASF:

PASF (Pakistan Asymmetric Forces)-Engaging in tactical operations and highly unconventional warfare with uniquely specialized capabilities suited to a strategic objective. It will utilize sophisticated technologies and an operational doctrine that differs significantly from Pakistan's conventional forces. PASF will operate in a manner that utilizes key asymmetric capabilities such as cyber and drone warfare to acquire key strategic objectives. It will operate with a sharp focus on challenging and unique environments not suited to Pakistan's conventional forces. It will also be the first unit to operate beyond Pakistan's immediate frontier establishing proxies along the eastern border of India and engaging in West Asian conflicts that allow Pakistan to directly retaliate against neighbors farther away in its region. PASF will allow Pakistan to project power into countries that do not neighbor it through in a new strategic dimension. PASF will also be tasked with going beyond the conventional capabilities of Pakistan by not only arming insurgencies in enemy territory but also organizing a regional network that can act in coordination with each other from a single centralized command unit across a large region.

Within PASF there are several units:

PCF (Pakistan Cyber Force)-Capability to operationally disable critical infrastructure, conduct devastating SCADA cyberattacks, disrupt financial transactions, sabotage enemy communication, intercept technical data and files from encrypted defense archives, plant and collect backdoor intel, steal designs for enemy weapons. PCF will be the first unit on the frontlines to retaliate against Indian aggression on the sub-conventional level where a strong response is needed but a military response is too much.

PDF (Pakistan Drone Force)-Responsible for drone fleet, including indigenous drone production, development, testing, operational use, maintenance and upgrades. Will also directly oversee training of Pakistan drone pilots and deployment of drones into conflict zones. Will be responsible for reverse engineering any enemy drones shot down. PDF will be tasked with exploring how to utilize drone warfare to achieve strategic objectives using unconventional methods. These operational techniques can vary in range from an inexpensive suicide drone to an ultra long range drone penetrating East Indian coastline from Bay of Bengal through Indian Ocean. PDF will be the second line of sub-conventional response after cyberattacks and before a conventional response.

PFX (Pakistan Force X)-Autonomous and shadowy unit responsible for clandestine operations in Pakistan and abroad. Will be tasked with executing foreign assassinations in US/Europe, creating new proxies outside of Kashmir and India, and conducting those black operations requiring the highest caliber of precision, where a task is considered too dangerous for ISI and beyond the capability of SSG. This will be the most elite unit in Pakistan, its existence will never be officially acknowledged.

These forces should be made into an independant branch of the armed forces.. maybe call them the Islamic Republican Gaurd or something.

Future wars will be fought in those domains you listed and the real burden of fighting will be placed on the special forces (SSG). The SSG should be expanded x3 its current size to somewhere around 30,000+. They should be supported by a large fleet of drones and 5th generation fighters. Corvettes at sea can also launch ground attack cruise missiles if needed to support SSG operations.

These drones should be controlled remotely by 5th generation fighters (Project AZM).

except for the drone force you mentioned our ISI pretty much does everything else from proxies to covert attacks. However we must pay attention to the drone sector which unfortunately is not being done

ISI does not have proxies along eastern India
ISI cannot project power into West Asia
ISI cannot conduct cyberattacks
ISI cannot disrupt critical infrastructure
ISI does not have drone operations

There is a lot of room for improvement here, PASF is definitely needed to add an asymmetric dimension to Pakistan.

well isi has been fighting a proxy in afghanistan against USA recently moreover kashmir and khalistan movement is also a proxy war. however in central and eastern india we should support the Maoists and also the rebels in that area.
against whom should we conduct a cyber attack. if we conduct one against india then we will be considered a rogue state due our failure at diplomatic levels. Moreover COAS Gen Bajwa inaugrated a department which is related to cyber operations most probably located in ISPR.
what is the need of getting involved in the dirty politics of the arabs. if we support yemeni rebels then saudi get angry, if we support saudi rebels then iranias get angry, if we get involved in libya then we may either piss of the turks so we should stay out of it
and i have admitted that isi doesnot conduct drone operations in the previous reply

With asymmetric force there can be no deniability. others are needed for sure.

too much dependence on isi has made us lazy and slow which is also one reason we are remaining behind rest of world interms of new technology weapons and warfare
