Parliamentary System vs Presidential System: What’s Better for Pakistan?

When Imran Khan as PM tried to use his executive powers to fix the economy (and he was pretty successcul), he got ousted forcefully, even constitution was not followed. SC opened at midnight, overstepped its authority and interfered in parliamentary affairs. Why? because US didnt like him, and puppets obliged

So far ARMY is the most and only well organized party. I support ARMY rule.

There would be three distinct arms of the government

  • Administrative
  • Legislative
  • Judiciary
Administrative Arm would be a 4 tier system

  • Federal
  • States
  • Districts
  • Tehsil
Federal System would be Presidential, lead by a directly elected President ( Sadr ), who will also get to select his own Cabinet. A President would have served as a Governor for atleast 1 term.

The States are to be the 2nd tier of government which are currently called Divisions. The current Provinces should be disbanded. There are currently 37 Divisions plus Islamabad. So that will make 38 States. The states would be lead by directly elected Governors. The Governor will also be able to choose his own team of Ministers. The Governor would have atleast served 1 term as a Mayor.

Districts would be the 3rd tier of the government and administered by directly elected Mayors (Nazim). A Mayor would have served as a Tehsildar for atleast 1 term.

The 4th Tier would be the Tehsil, administered by a Tehsildar. The Tehsildar would be appointed by the same party that would have won the Mayorship of that District. A Tehsildar would need to be a Graduate with a degree in Public Administration


The Legislative Arm of the government would be a unitary system. The role of the Legislative Arm would be to make/amend laws, and keep a check on the Administrative Arm, through parliamentary committees. The Member of Parliament (MP) would be elected directly from an electoral constituency based on population. The MP would be elected for a term of 6 years with half of the members elected every 3 years.

TIERS OF THE IRP should be :
  • Union
  • States
  • Divisions
  • Districts
  • Tehsils / Talukas
  • Union Council

GOVERNMENT :

  • President - with 20 Member Cabinet
  • Governors - with 10 Member Cabinet
  • District Nazims - Elected by UC Nazims.
  • City Mayors in each District HQ - Elected Directly by Public Votes.
  • UC Councilor - Elected Directly by Public Votes.

DISTRICT ADMINISTRATION :

Each District should have 5 Commissions - they are :

  • Commissioner Police
  • Commissioner Health
  • Commissioner Education
  • Commissioner Safety, Emergency, Rescue and Disaster Management
  • Commissioner Town Planning, Infrastructure Development, Water, Sewerage and Sanitation.
 
Maybe the Chinese one-party system is a better model for Pakistan.
 
I am strictly not advocating for authoritarian system. Shura is needed obviously.

I think we're both on same page, we are needlessly discussing it.

Actually, I was talking about ills of western democracy, and how it is not suited for country like Islamic Republic of Pakistan.


Following steps needs to be taken for the Administrative Reforms :

1. Establish at least 2 more Provinces, by dividing Punjab into 3 Provinces. They can be :

a) North Punjab - having Districts of Rawalpindi, Chakwal, Jhelum, Attock and Mianwali.

b) South Punjab - having mainly Seraiki Speaking Districts - namely Multan, Bhawalpur, Rahim Yar Khan, Muzaffargarh, Lodhran, Layyan, Bhakkar, Dera Ghazi Khan and Rajanpur.

c) Central Punjab - Remaining Districts.

2. Establish an Independent LBA (Local Bodies Authority) - who will manage and transfer funds to local bodies, who will listen the public complaints about the local bodies, who will monitor the performance of UC counselors, Tehsil Nazims, District Nazims and City Mayors. This body needs to work under the Federal Government and will have sub-branches in the each Provincial Capitals.

3. Strengthen LBS - Local Body System, with District Capitals having own Mayors, who gets elected directly by the Popular Public Vote, while each district have DISTRICT NAZIM.

4. Each District should have 5 Commissioners :

a) Police Commissioner (DPO of SP / SSP Rank)
b) Health Commissioner
c) Education Commissioner
d) Emergency Services Commissioner (Public Safety, Rescue & Disaster Management)
e) Commissioner for Land, Town Planning and Infrastructure Development

5. Focus on most Development on deprived Areas on priority basis... that is In Balochistan, Turbat Panjgur Washuk Kharan and Awaran..... In Sindh, Tharparkar, Umarkot, Mirpurkhas, Thatta, Badin, Sujawal and Jacobabad......... In Punjab, Dera Ghazi Khan, Rajanpur and Muzaffargarh..... In KPK, it's Upper Dir, Shangla, Battagram, Tor Ghar, Lakki Marwat, Tank and Dera Ismail Khan.....
