no... patriarchy is not at fault... even socialist societies were mostly created by males... what is at fault is the anti-female attitudes and general injustice of south asian...
for the sake of your argument, that man will be marrying a lady from another caste, yes?? so, that lady will still be killed or tortured or harassed.
but caste is not the issue here... in south asia, and the societies it has inspired ( saudia, gaza, indonesia, brunei etc ), the lady is seen as an being owned by either father/brother and then husband... you will know this yourself, being a lady... even the just ways of islam could not remove that crime... even the presence of modern socialism could not teach the majority of the crime of retaining south asian culture.
you recommendation is good, and i add the below...
1. there are already too many males in south asia... just in india, there are 850 million males, at least... and most of them cannot be called real men... what to do about them??
2. modern people in south asian cities should have long been forced to adopt or give birth to daughters... that should have been done 30 years ago.
3. in a ideal strong society, there will be less number of males... the less number makes the remaining males disciplined.
4. there should no longer be any male born in south asia for the next twenty years... this should be enforced by international law.
