Problem is if you are looking at only one factor to come to conclusion then you are missing the whole picture of population growth.
In Pakistan case and you can extrapolate to most developing countries is...
- increase in life expectancy because of growth of health facilities,
- still very high fertility rates(though they are falling) which is causing doubling of population every 15-20 years,
- very large reproductive age group i.e. 50% of population is of 16-25 years of age,
- lack of education about family planning,
- still agrarian societies which prefers large families.
