Pakistan’s nuclear watchdog agrees to undergo financial audit

ISLAMABAD: Pakistan’s strategic asset control body, which controls Pakistan’s nuclear arsenal, has finally agreed to give access to auditors to scrutinise its accounts, as the parliament’s accountability arm gears up its campaign against all audit-dodging departments.

The Strategic Plan Division (SPD) and the office of the Auditor General of Pakistan (AGP) are currently working out the modalities to audit the books of the division, according to officials privy to the development. They added that the audit would be carried out keeping in view the “sensitivities” attached to the work of the SPD.

The SPD was established in February 2000 to improve the control of nuclear operations, and acts as a secretariat for the National Command Authority (NCA).

The development took place after the Public Accounts Committee (PAC) decided to summon the heads of all audit-dodging departments. Most notably, the PAC, headed by Nadeem Afzal Chan, has mounted pressure on the Supreme Court of Pakistan, aiming to convince the court to allow its Registrar to appear before the PAC. Under the Constitution, any body or department being funded by taxpayers has to be audited by the AGP.

However, despite the SPD’s decision to allow the audit department to scrutinise its books, two other attached departments of the Ministry of Defense are still resisting the move.

According to a fresh list prepared by the AGP, Defence Housing Authority officials are still resisting the statutory audit. Through a letter sent on September 17, 2012, DHA authorities refused to give access to the audit department.

The Frontier Works Organization of the Defense Ministry was also resisting the audit, according to the AGP documents, while the CMA of the FWO has already been audited by the audit department.

It may be noted that NESCOM was avoiding this audit until recently and have agreed due to immense pressure....
Once these institutions records go into the hands of our sold out "Government representatives" it will be out in the wild for sure....
 
Transparency is the way to go.


But every government have certain institutions which are given certain leeway to avoid leakage of national secrets...
so far Pakistan's nuclear assets have been successfully kept secret even from the mighty CIA...
There is a real risk now of these secrets no more remaining "Secrets"

Like other memes that promote the hegemonistic and self-granted "right to know all" of the dominant forces of our times, "transparency" is yet another feel-good buzzword that has become an easy sell. Video of in-camera session leaked to US?

ISLAMABAD (Asif Bashir): Authorities are suspecting that US embassy in Pakistan has secretly obtained the video recording of Parliament’s in-camera session on Abbottabad operation which was attended by ISI head and army chief of the country, ARY NEWS reports.

The in-camera joint session of parliament was held on May 13 in which Inter-Services Intelligence chief Lt. Gen. Shuja Pasha, Air Chief Rao Qamar Suleman and others briefed the lawmakers on US cover operation which killed al Qaida chief Osama bin Laden violating Pakistan’s airspace.

Reports said when US top diplomats visited Pakistan and met political leadership it was evident from their discussions that they are aware of minute-by-minute proceeding of the secret session and even of the facts not came in the media.

It alarmed secret agencies and triggered them to start investigation into the matter.
Sources said intelligence agency have interrogated custodian of Parliament House’s record to determine if video CDs of the session are really leaked to the US embassy secretly by concerned staff members.

Spokesman to the US embassy was not available for his version.

The enquiry is still going on to find out solid evidences in this connection to try those involved in the leakage, sources say. Leakage of classified information is a crime according to Pakistan’s law.

As per the rule, recording of the in-camera session is not publicized and can’t be available to any lawmaker. At end of every session of the parliament, the CDs are sealed in the presence of speaker and deputy speakers National Assembly as per the official procedure.

The recording can’t be obtained without a formal recommendation by President of Pakistan.
PML-N leader Ahsan Iqbal, while talking to ARY NEWS, called upon Speaker National Assembly to issue an official statement in this regard. Terming the act as high treason, he demanded of the government to carry out investigation into the issue.

well clearly Pakistan dose not have in it the capacity to ignore or snub the concerns or demands of much much stronger powers and im only talking in the diplomatic framework.

the ppl can demand whatever they want but the govts need to be responsible and i think this decision will go a long way in consolidating Pakistan's potion internationally(assuming the audit does not reveal facts too alarming,which i think wont happen).
 
Doesn't all Nuclear armed countries keep spending on nuclear weapons secret? Won't this revelation give other states an idea about the no. and types of warheads PAK has?
 
I dont think the real accounts will be shown. Just to placate the hunger a dodgy info might be shown.

The correct question is why? Its not transparency for whom but what it will achieve. Accountability for one. Your resources will be better utilized. Loose ends will be tied n both planning and otherwise. That in itself is the biggest advantage.
