We for sure know how to balance and counter potent jets like su30 which is no joke.In temrs of BVR SU30 is superior but in terms of close combat an dog fight our pilot training and F16 upgrades are superior .That,s how we are maintaining our deterrent and IAF knows in war they will face a very tough time. Its ok, bharti dream or not, Benzes are actually assembled in India including the new cutting edge S Class, even chai walas and dhoodh walas are buying them now (those rich bastards), actually S-classes, Audi A8s, Rolls Royces & Bentleys are flying out of the shelf faster in India than anywhere else in the world. Considering the average S-class owner in India paying roughly 30% more than the rest of world due to taxes alone. The number of rich in India is among the fastest growing in the world. India already has the 3rd highest number of billionaires a list which continues to grow. So let's not get into malnourished bharati dreams, many are malnourished but rise to be CEOs of global industry giants. You folks need to understand there is no comparing India' military's need to Paks'. On any given day our needs are far more extensive and will continue to be so always.

With 18 Block 52's, the PAF can't have any serious advantage. The F-16 is a good bird but the MKI is better in both WVR/BVR. With average MKI pilot getting upwards 270hrs of flying yearly, the training is top notch too. The PAF will have severe problems with Spyder SAMs, Akash SAMs which are popping up more and more across India. The humble Mig-21 Bison, the upgraded Mig-29 can effectively counter the F-16 as it routinely does against Singapore AF F-16 block 52's. We are practically flying F-16s every other day. No one here under estimates the F-16 and certainly not the IAF but it will countered with confidence by well honed tactics. In an air war today, most of the F-16s will fall prey to popup SAMs like Akash, Spyder, Barak NG in the near future.

well its not all about aerodaynamik slickness or fighter pilots anymore sirji its all about avionicks , Radar and wepons package and AWACS support that define the owtcome of any modern air war

while you have just 18 BLK 52 F16s for whome your PAF has to take source codes from USA before every sortie which also is done by US experts permanentalli staioned on those airbases + have many ristrictions of use & do you know how many hours your pilots do training on there F-16s deu to shortage of feul and spare parts but can the same be said about indian upgraded M2Ks & Mig29s and do you know the power of there latest radars , EW suites , Off boresight HMDS internal jammers and latest version of air to air and air to ground wepons on them and that we are constanli doing training programmes and excersises with israelies and singaporeans on there laets version of F-16s as singaporean Blk-52 F-16s are permanentli based in india :azn:

NEW DELHI, AUG.1, 2015: Pakistan's latest fleet of F-16 Block 52 variants can beat India's front line Sukhoi Su-30MKIs in a one-on-one dogfight, a top Indian government official told Arming India, in an admission that the Indian Air Force (IAF) lacks a counter to its enemy number one's air combat platform.

That's precisely why India had chosen French Rafales as its Medium Multi Role Combat Aircraft (MMRCA) that can counter the F-16's capabilities. India's Defense Minister Manohar Parrikar had told Parliament last week that the government had earlier this year withdrawn a 2007 tender for 126 MMRCA, a contest in which Rafale was chosen by India.

The two squadrons of F-16C/D variants of Pakistan Air Force (PAF) have superior electronic warfare capabilities and that's what is worrying the IAF commanders, the highly-placed government official, who did not wish to be identified, citing service rules, said in a tête-à-tête with Arming India on July 30, 2015.

"It is not the BVR (Beyond Visual Range) air battles, but the close air battles that the Su-30s can't match up with the F-16C/D variants. The PAF planes have superior electronic warfare capabilities and the contemporary air battles rely more on EW capabilities to beat an enemy combat plane in a one-on-one dogfight," the official said.

The contemporary air battle strategies revolve around neutralizing enemy planes at beyond visual range. But there is a possibility that some enemy plane would sneak in through the air defense measures in place. In such a scenario, the enemy plane could wreak havoc on the Indian troops and assets on the ground. As a counter, fighter jets may have to be scrambled to take on the enemy plane one-on-one.

The official also noted that for every one F-16 that PAF has, India has to deploy two Su-30s if the enemy fleet is to be beaten. "If the F-16 goes after one Su-30, it can run and the other Su-30 can get a go at the enemy F-16. That way, the IAF has to deploy too many of its Su-30 resources for just countering the F-16s."

PAF currently operates four F-16 squadrons, of which two deploy the F-16 Block 52 variants. India has inducted 10 Su-30 squadrons in its fleet till date and plan to have four more of the Russian-origin, India-built planes in the fleet soon.

In July 2015, American original equipment manufacturer Lockheed Martin received a follow-on foreign military sale contract to produce and upgrade Sniper Advanced Targeting Pods (ATP) for the PAF's F-16 fleet. The contract includes the production of 15 Sniper ATPs and upgrades to the Pakistan Air Force’s existing 22 Sniper ATPs, according to an announcement from the company on July 14, 2015.

To meet the PAF's urgent operational need, pod deliveries will begin in late 2015. Upgrades, which will increase compatibility with the aircraft and enable enhanced features, will also begin in late 2015.

IAF Needs At Least Five More Rafale Squadrons

The Rafales, the official said, would be the F-16 beaters in the IAF fleet and the present lot of 36, to be bought off-the-shelf, would meet the requirement of only two squadrons of the IAF. "The Rafales are far superior to the F-16s in all forms of combat, including the one-on-one dogfights and the electronic warfare. That's why we need the Rafales," the official said.

The two squadrons of Rafales for which India is negotiating with France at present will be the counter to the PAF's F-16s. "But we need at least five more squadrons of the Rafales. A decision on whether to go in for more Rafales, beyond the 36 announced by Prime Minister Narendra Modi in April this year, is yet to be taken," the official said.

Parrikar had told Parliament on July 28, 2015 that "the RFP issued earlier for procurement of 126 Medium Multi Role Combat Aircraft (MMRCA) has been withdrawn."

"In this multi-vendor procurement case, the Rafale aircraft met all the performance characteristics stipulated in the Request for Proposal (RFP) during the evaluation conducted by Indian Air Force," he had said in a written reply to questions from parliamentarians that were released on July 30.

The India-France joint statement issued during Modi's visit to Paris had mentioned that the Indian government conveyed to the French government that "in view of the critical operational necessity for multirole combat aircraft for Indian Air Force (IAF), India would like to acquire 36 Rafale jets in fly-away condition as quickly as possible."

The two nations had then agreed to conclude an Inter-Governmental Agreement (IGA) for supply of the aircraft on terms that would be better than conveyed by Dassault Aviation as part of the now cancelled RFP process. The Rafales delivery would be in the time-frame that would be compatible with the operational requirement of IAF. The aircraft and associated systems and weapons would be delivered on the same configuration as had been tested and approved by IAF under the previous tender, and with a longer maintenance responsibility by France.

"A Negotiating Team has been constituted to negotiate the terms and conditions of the procurement of 36 Rafale jets and recommend a draft agreement. The meetings of the Indian Negotiating team with the French side have commenced," Parrikar said.

LCA, The Silver Lining

The silver lining is that India's Light Combat Aircraft (LCA) has superior capabilities than Pakistan's JF-17, the official said, but did not explain why he thought so.

The IAF is now waiting for the state-owned Hindustan Aeronautics Limited (HAL) to deliver the first four LCA Mk-I planes so that it could raise a new squadron of the indigenous combat aircraft. "But the LCA Mk-1 is yet to obtain its Final Operational Clearance (FOC)."

The Indian government has approved the induction of two LCA Mk-1 squadrons and is waiting for the Mk-2 to be ready to place an order for five more of that variant for the IAF. "LCA Mk-2 is still far away."

On January 10, 2015, an advanced electronic warfare suite (EW suite) developed by Defense Avionics Research Establishment (DARE), a DRDO laboratory, was deployed for the first time on the LCA. The Tejas-PV1 aircraft used the EW suite while flying in Bengaluru and HAL made a huge splash of this news that day.

In addition to the radar warner, the EW suite tested also has a jammer. It gives to the pilot an additional capability of nullifying the effect of detected radar threat by appropriate mode of jamming. Existing EW systems fitted on various combat aircraft are basic EW equipment known as Radar Warner Receiver to provide warning to the aircraft pilot in case of detection of a Radar threat.

Just seven days later, HAL delivered the first 'Tejas' LCA Mk-1 to the IAF, ahead of the aircraft achieving its FOC, which has been delayed beyond its schedule of December 2015 and is expected to only in later part of 2016. The LCA presented to the IAF was the first of the series production, with five more targeted to be produced in 2015-16. HAL would subsequently scale up production to eight and later to 16 aircraft. India has spent Rs.17,269 crore (Rs.172.69 billion/$2.8 billion) as development costs on the LCA program.

Shortcomings In LCA Mk-1

Parrikar also told parliament on July 31, 2015 that certain shortcomings were reported in LCA Mk-1 and that these would be addressed in the Mk-2 version of the combat plane.

The shortcomings found in LCA Mk-1 are:

1. Absence of Internal Jammer affecting survivability
2. Aircraft performance shortfalls.
3. Maintainability issues.

The above shortcomings were primarily due to following reasons:

1. Internal jammer technology at that time was based on TWT amplifier which needed about 1000 liter volume space for integration on aircraft. Hence it could not be accommodated at the time of development of LCA ‘Tejas’ Mk-I.

2. The maintainability issues were raised by Indian Air Force (IAF) late in 2009, when design and drawings were already frozen for Mk-I. However, many of the safety critical maintenance issues are already addressed in Mk-I.

"The government has sanctioned the project for development of LCA Mk-II in 2009. Aeronautical Development Agency (ADA) is the prime agency for development of LCA Mk-II with the public and private partnerships. All the above mentioned shortcomings in LCA Mk-I have been addressed in LCA Mk-II version," Parrikar said in a written reply to questions from parliamentarians.

MiGs Phase Out

The LCAs are the aircraft that IAF intends to use as a replacement of the existing fleet of erstwhile Soviet-origin MiG-21s and MiG-27s. IAF has targeted the number-plating of two of its MiG-21 squadrons and one MiG-27 squadron in the second half of 2015, the government official told Arming India. This will be followed by the phasing out of one each of the MiG-21 and MiG-27 squadrons in 2016. IAF currently operates 15 squadrons of MiG-21 and MiG-27 combat planes.

Arming India

Neither the Su-30MKI nor the MiG-29UPG/MiG-29K were ever designed as multi-role combat aircraft (MRCA). Their design and performance parameters were instead optimised for air dominance/air superiority, with standoff all-weather precision strike undertaken from medium altitudes being a secondary capability. It is for this reason that the erstwhile USSR had developed the Su-24 and Su-27IB/Su-34 as all-weather, terrain-hugging deep penetration strike aircraft (DPSA), and the Su-25 as a dedicated tactical strike/close air support aircraft. Consequently, neither the Su-30MKI’s nor the MiG-29UPG’s/MiG-29K’s airframes have the stress tolerances that are required for flying terrain-hugging flight profiles. Their existing X-band multi-mode radars or MMR (RLSU-30MK NO-11M ‘Bars’ and the Zhuk-M2E) therefore don’t come with low-altitude terrain avoidance mode or automatic terrain-following capability or weather-mapping mode, and neither are they equipped with low-altitude navigation pods.

Consequently, the only true M-MRCAs that are operational today in an area between India and Japan is the Republic of Singapore Air Force’s Boeing-built F-15SGs, which come equipped with Raytheon-supplied APG-63(V)3 AESA-MMR, Boeing/ELBIT Systems joint helmet mounted cueing system (JHMCS), TIGER Eyes Sensor Suite comprising Lockheed Martin’s AAQ-13 LANTIRN-ER navigation pod (containing a mid-wave staring-array FLIR sensor and aterrain-following radar and forward-looking infra-red sensor), an AAQ-33 Sniper XR targetting pod containing a mid-wave staring-array FLIR sensor with a 40,000-feet laser and charge-couple device (CCD) TV, and the AAS-43 infra-red search-and-track (IRST) system containing a passive long-wave IR sensor.

Simply put, therefore, the IAF is in dire need of procuring an M-MRCA fleet with automatic terrain-following capability—which the Rafale is optimised for. Presently, the IAF operates 3 MiG-29B-12 squadrons (now being upgraded to MiG-29UPG standard), 9 MiG-21 Bison squadrons, 4 Jaguar IS squadrons, 1 Jaguar IM squadron, 10 Su-30MKI squadrons, 3 Mirage 2000H/TH squadrons (being upgraded to Mirage 2000UPG standard), 3 MiG-27UPG squadrons, and 2 MiG-27M squadrons, making a total of 35 squadrons. Although the sanctioned strength of the IAF is 42 combat aircraft squadrons (which is due for increase to 50 squadrons by 2024, at least on paper), of these, those equipped with MiG-21 Bisons, MiG-27UPGs and MiG-27Ms will have to be decommissioned by 2017 at the latest.


Meanwhile, to replace the MiG-27UPGs and MiG-27Ms, 68 Jaguar IS aircraft are presently being upgraded to DARIN 3-standard so that they can undertake all-weather tactical strike/close air support operations. This Rs.31.3 billion (US$0.57 billion) contract was awarded to HAL in March 2008 and is due for completion by December 2017. The upgraded Jaguar IS too will have on board the EL/M-2032 MMRs possessing both automatic terrain-following and weather mapping modes of operation.

Presently, the IAF is gearing up to form the first ‘Tejas’ Mk1 squadron—No45 ‘Flying Daggers’ Sqn—which will initially be first raised in Bengaluru before relocating to Sulur in Coimbatore, Tamil Nadu, this March. Present plans call for the first four IOC-standard) Tejas Mk1 MRCAs built by the MoD-owned Hindustan Aeronautics Ltd (HAL) to be delivered by March 31, 2015, another six by March 31, 2016, and another eight by March 31, 2017. This squadron will, however, be declared fully operational only in 2022, once its 18 Tejas Mk1s are upgraded to FOC standard. The second Tejas Mk1-equipped squadron, comprising 20 FOC-standard MRCAs, will be formed up in 2017 and will become fully operational by March 31, 2020. All Tejas Mkls will be equipped with Israel Aerospace Industries/ELTA Systems-supplied EL/M-2032 MMRs, which will possess both automatic terrain-followingand weather mapping modes of operation.

From the above, it becomes clear that the IAF is now in desperate need of M-MRCAs with credible deep penetration strike capabilities and capable of flying terrain-hugging profiles. It is also well-known that the IAF wants to arrest the steady decline of its frontline combat aircraft inventory ASAP. The only available options—all non-negotiable—are as follows:

1) Ink the procurement contract for 189 Rafales ASAP.

2) Increase the size of the Su-30MKI fleet to no less than 350 by procuring the first 50 Super Su-30MKIs in semi-knocked-down condition from Russia’s IRKUT Corp, starting 2017, while concurrently commencing the upgrading of in-service Su-30MKIs in successive tranches to Super Sukhoi-standard.

3) Increase the quantum of Jaguar IS being upgraded to DARIN 3-stadard from 68 to 125 and re-engine the entire fleet with Honeywell-supplied F-125 turbofans.

IAF actually was in favour for mirrage 2000H in more numbers from 80's but our Congress govt with unknown number goes for Mig 23 BN, and Mig 27 and Mig 29.

Su-30MKI has in WVR combat -

1.Thrust Vector Control(TVC)

2.IRST(infra red search and track sensor)

3.Most important High off-boresight WVR sam mated with Helmet mounted sight in R-73M aam.
However PAF f-16s lack high off-boresight WVR AAM like the AIM-9X or r-73/74,python-5,IRIS-T.

The argument that MKI has poor EW is laughable as it has one of the best jammers in the world in the israeli ELTA EL/M-8222 which the israelis use in their f-15s and serves with several air forces.

MKI has currently 2 weaknesses -
1.Lack of Missile warning reciever which f-16s have i think
2.Large RCS.f-16s AIM-120C BVR which is better than RVV-AE BVR.

Both of the above differences are relevant in BVR combat rather than dogfights so official is ill-informed or deliberately spreading misinformation.
With due respect sir I would like to add/differ in some points Sir,

Its superiority will decrease with the decrease in the distance from the enemy aircraft. For doing dog fight Mirrage 2005 and Mig 29UPG are the right candidate.

2. Sir TVC in these planes are not meant for doing dog fighting in WVR arena but rather to change the direction quickly to point the nose toward the enemy fighter plane/planes.

3. MKI don't have the best Jammer in IAF instead its the MIG 29UPG which have Virgilius Jammer which are also used by the Eurofighter EF-2000, make use of active phased-array transmitters for jamming hostile low-band and high-band emitters, and is considered an equivalent of the AESA aperture-based jammers of THALES’ Spectra EW suite. MKI will get this Jammer with SUPER SUKHOI Upgrade and will also have a reusable fibre-optic ABRL active radar towed-decoy using suppression, deception and seduction techniques.

4. High RCS for MKI does not matter as MKI is not meant to sneak to get close to fire its BVR. By the way no air force or the fighter aircraft manufacturer declares its RCS and the speculated RCS which you are talking about is only from the front and without any external loads/weapons. Now if the attack is being commensed from the sides than what will be RCS???

5. Regarding BVR Pakistan got AIM 12c5 and not AIM 120D. Main BVR weapon for IAF is R-77 (AA-12 Adder) is an active radar guided missile (AA-12 Adder) which is broadly considered the Russian counterpart to the American AIM-120 AMRAAM. Improved version of R-77M1 which is the primary weapon of PAK-FA is also available.
Now in case of BVR range is not only the factor which makes it superior. How you consider MICA, or Derby BVR which is 60Km range BVR which are very very lethal. Actually all these ranges are all marketing terms which depends on speed of the aircraft, altitute, turns etc. what matter most is radar of the aircraft and for BVR Missile the seeker, the processing power of miniature cpu, proximity direction fuse, agility etc.

For example even if JF-17 is equipped with KLJ-7 Radar and SD-10 BVR, for countering Tejas Mk1 will require Astra mk 1 with 50 km range.

1.Yes and no i would say.Su-30mki has the most powerful radar in south asia in BARS ,but also larger RCS than f-16.But it can dogfight with the best of them due to TVC,r-73 HMS combo.

4.RCS does matter,less against 4th gen aircraft but big problem vs 5th gen.Due to more powerful radar it will pick up f-16 earlier,but due to bigger rcs f-16 will also pick it up earlier.However RCS is a bigger problem when operating in enemy airspace,espceially if we have to strike targets or escort bombers for strikes on chinese supply lines.Big RCS is a problem there against SAMs .This problem as far as i know came to light at red flag 2008 against ground defenses.

5.Derby's actual range is more than advertised.However it is undeniable that aim-120c has better electronics and combat record than RVV-AE.The new upgraded one for pakfa will no doubt change things but i'm speaking as of now.AIM-120C-5 is best bvr in south asia till we get meteor with rafale.That along with spectra will allow us to dominate BVR fights even against f-16s easily.

6.Don't know about sd-10,but klj-7 radar stats are very mediocre.We need not concern ourselves with it till they put in a new radar or upgrade it.For now against upgraded mirages,mig-29s and sukhois it could only serve as point defence fighter with AWACS backup.The 36 blk 52 f-16s are more formidable by far.

4.RCS does matter,less against 4th gen aircraft but big problem vs 5th gen.Due to more powerful radar it will pick up f-16 earlier,but due to bigger rcs f-16 will also pick it up earlier.However RCS is a bigger problem when operating in enemy airspace,espceially if we have to strike targets or escort bombers for strikes on chinese supply lines.Big RCS is a problem there against SAMs .This problem as far as i know came to light at red flag 2008 against ground defenses.

5.Derby's actual range is more than advertised.However it is undeniable that aim-120c has better electronics and combat record than RVV-AE.The new upgraded one for pakfa will no doubt change things but i'm speaking as of now.AIM-120C-5 is best bvr in south asia till we get meteor with rafale.That along with spectra will allow us to dominate BVR fights even against f-16s easily.

6.Don't know about sd-10,but klj-7 radar stats are very mediocre.We need not concern ourselves with it till they put in a new radar or upgrade it.For now against upgraded mirages,mig-29s and sukhois it could only serve as point defence fighter with AWACS backup.The 36 blk 52 f-16s are more formidable by far.

Sir, F-15 too have very high RCS and a very sucessfull air superiority fighter with zero combat causality. Yes now if you add F-15E which is latest model with the AESA based active cancellation, active decoy to compensate the RCS. These planes with very power full radars output, very power full ECW/ECM capability, active decoys, powerfull engines to power the advanced electonics, large quantity of bvr available, lot of fuel so high loterring time capability so could choose the time and place for the fight, mini awac capability I don't find any problem in RCS. Planes like F-16 too needs drop tanks, Bvr missile which will increase the RCS too.

1 SUPER SUKHOI program which will bring R-&& M1 BVR with ramjet, Aesa RADAR will keep the superiority in the IAF favour.
2. MKI (super sukhoi upgraded) will also have the ground attack capability in SEAD mission with mini Brahmos which will be 8 mini brahmos and with Siva Pod.
3. Point no. 1 and 2 shows how Air Superiority fighter SU30 MKI will attack from the strandoff range in air2air and air2ground attack configuration. Thats why there is no problem with the SAM unless it is LRSAM. MKI will only dominates the sky and will enter the enemy space after Rafael, mirrage 2005, Jaguar darin3 will distroy the SAM threat; after SEAD and DEAD.

MKI don't have the best Jammer in IAF instead its the MIG 29UPG which have Virgilius Jammer which are also used by the Eurofighter EF-2000, make use of active phased-array transmitters for jamming hostile low-band and high-band emitters, and is considered an equivalent of the AESA aperture-based jammers of THALES’ Spectra EW suite. MKI will get this Jammer with SUPER SUKHOI Upgrade and will also have a reusable fibre-optic ABRL active radar towed-decoy using suppression, deception and seduction techniques.
Many of My Indian Friends undermining Mig-29 UPG MLU which Specially Ungraded to Counter Pakistani F-16 Threat .During the Kargil War Indian Mig-29 armed with BVR Effectively Locked F-16 and Give them a Run.
