Pakistan’s Monster - The New Yorker

In Mary Shelley’s “Frankenstein,” the eponymous scientist, saddened by the death of his mother, sets out to create a human replicant in his laboratory. But instead of a human, a giant grotesque emerges, with yellow eyes, over-stretched skin, and a volatile disposition. Victor Frankenstein refers to it as “the Monster” and “the Creature.’’ His creation runs wild, killing Victor’s bride and his best friend, driving its creator to torment and sadness.

The tale of Frankenstein is the proper lens through which to view the attack by Taliban gunmen this week on a school in Pakistan. The assault, at Bacha Khan University in the city of Charsadda, killed at least twenty-two people and wounded at least nineteen. In this case, Victor Frankenstein, the scientist, resembles the generals of the Pakistani military, whose Creature is the out-of-control Pakistani Taliban.

The attack in Charsadda could have been worse: guards at the university killed a man before he could detonate an explosive vest that he’d wrapped around his body. Last year, there was an even more horrific assault on a school in the nearby city of Peshawar, where Taliban gunmen killed a hundred and forty-five people, most of them children.

In both cases, Pakistan’s leaders vowed to crush the Taliban. And the Pakistani military has launched a series of offensives in the desolate reaches of the Federally Administered Tribal Areas, where the group has its headquarters. We can only hope that the Pakistani military succeeds. But this is where our sympathy should end—and where the tale of Pakistan’s Frankenstein begins.

The Afghan Taliban came together with the assistance of the Pakistan military, which helped organize the group in the mid-nineties, during the long and horrible civil war that followed the withdrawal of the Soviet Union from Afghanistan. By 1995, with tens of thousands dead, Afghanistan had devolved into a state where rapacious warlords and their gangs fought each other over the spoils of conflict, which often included the country’s young women and boys. There was no functioning government.

Pakistan’s military-intelligence service, known by its acronym, the I.S.I., feared that the chaos would spread across the border. So, spotting a group of fierce fighters driven by a medieval vision of Islam, the I.S.I. poured its support behind them. The Taliban, led by a one-eyed cleric called Mullah Omar, swept across the country and captured the capital, in 1996. (The story has been told in many places, including in “The Wrong Enemy,” from 2014, by the Timesreporter Carlotta Gall.) Omar gave sanctuary to another religiously inspired madman, Osama bin Laden, and they stayed in Afghanistan until they were chased away by American forces, in 2001.

Following the American invasion, the Taliban’s leadership (Omar included) fled to Pakistan, where it was received with open arms by the I.S.I. Over the next several years, as the Americans neglected their Afghan project, the Taliban grew stronger in their safe havens. All the while, the U.S. government lavished billions on the Pakistani government and military, even as they betrayed their benefactors. In Afghanistan today, the Taliban are as strong as they have been at any point since 2001.

While the Afghan Taliban flourished in its Pakistani sanctuaries, an unintended consequence developed: the ideology of the Taliban took root in Pakistan itself. Before long, the Pakistani Taliban was born, and it was as radical—and in some cases even more radical—than its Afghan progenitor. While the relationship between the various groups of the Pakistani and Afghan Taliban is complex, there is no question that the Pakistani movement is a spin-off of the Afghan one.

For years—indeed, even today—the Pakistani generals imagined they could have it both ways: that they could support the Afghan Taliban while ignoring the Taliban inside Pakistan. The Pakistani military often aided the C.I.A.’s drone campaign in Pakistan, but, while the Americans wanted to go after both groups of Taliban, the Pakistanis typically only helped them with the Pakistani cells. The Pakistani generals were playing a double game inside a double game: they took the Americans’ billions and supported the Taliban fighters who were killing the Americans, and they secretly helped the Americans kill Pakistani Taliban in the C.I.A.’S drone war, letting the Pakistani civilian leaders take the heat.

Not surprisingly, the double-double game was too clever by half. As the Afghan Taliban flourished, the Pakistani Taliban, occupying the same safe havens in the tribal areas, spun out of Pakistan’s control. By 2009, the Pakistani Taliban was so strong that they pulled within sight of Islamabad, the capital.

Since then, the Pakistani military has mounted a number of military operations against the Pakistani Taliban and has done some real damage. Last summer, the Pakistani Army launched a major military operation against Taliban bases in Northern Waziristan, and claims to have cleared nearly two-thirds of the area. Indeed, the attacks at the schools in Charsadda and Peshawar are the Taliban’s crazed and desperate response.

We can only hope that the success of the Pakistani military in its fight against the Taliban continues. That fight is a long time coming.

This are the parts of growing up as a country and a nation. When you have convictions you'll have both enemies and friends. There are prices to be paid as Paks have intentionally chosen a path to confront hegemony of India unlike Bangladesh, who has voluntarily prostrated herself in front of India. This is the Sunnah of Allah u Azimusshan for this world, the Realm of Wisdom. The next world is the Realm of Power, where there are no intermediaries.

its really strange that they expect Pakistan to prioritise their enemy over the Pakistani enemy they are currently hosting

RAW is side show. don't be too sensitive to its mention. I already apologised for it saying that as a hostile agency iot will be fool not to take advantage and use the groups that are anti Pakistan in nature.
finally ! that makes prefect sense, rational, clear and objective analysis on possible Indian involvement in the Af-Pak security dilemma.

this is not a debate match of some sort. the subject matter is TTP as a Pakistani monster. he only acknowledged my comment on RAW in Afghanistan.
threatening him with ISI response is pointless now . what do you think ISI has been doing during all this time? lets stay on topic and not drag it into a level which everyone will regret later

did you miss the recent hysteria about Pathankot attack on Indian media and how the government did not blame the Pakistani establishment (army/intel) ? Coming so close off Modi's historic goodwill visit, they played it sensibly and handed over whatever evidence they had to your govt and agencies who seem to be taking it forward. This is imo, a very good sign and shows maturity and a genuine desire to move forward, and to whatever extent possible, jointly fight the many rogue elements that threaten both nations and their people.

TTP don't gain weapon, money, guidance and strategic support plus political umbrella from some Divine Spiritual power.
TTP is nothing, just a group of illiterate local warriors+criminal+paid fighters.
What crucial is their Top Elite.
Foot soldiers are abundant, easy to hire, easy to use.
With out top management they are not even worth killing. they will disperse and dissolve by clashing with each other........

But as long as they are arranged under a pattern, they are dangerous and strong.
More over the external forces which shape them can also use them as passage way to introduce ISIS in Pakistan even before ISIS gain hold in Afghanistan.
This makes it some thing more than ''just Pakistani matter''..............
Those who support that Elite group is sitting on both sides of borders.
And they will keep killing out kids untill we cripple............

So look at it broader scale. Both Khad and RAW are not welfare peace loving organization. And what ever India is doing cannot be rejected as ''a conspiracy'' just like it was done in past........ they are opening challenging you, threatening you and warning you....................... and here we still have believers who consider it ''Pakistan & TTP'' stuff only.............

Hence, Don't fool yourself and others........... how much blood of kids you want to see before realizing the core of problem???

good post. but dont complain about RAW or KHAD. they are hostile organisations and they see an opportunity and they will exploit it . war with TTP is too good of a chance to miss out.
don't misunderstand my post, I am not absolving any other organisation even other western organisations either. my point of view is that TTP issue has more to do with the Middle eastern connection. RAW is just a lucky winner which is cashing in on an already prize due the chaos caused from the American invasion of Afghanistan.

just to clarify the post you clipped and quoted. whether Indians accept or understand what role ISI may play inside India due to its own domestic turmoil is not only irrelevant but also doesn't have any effect on ISI's possible involvement. lets leave it for another time and another thread and keep scope within the subject otherwise all threads look the same after few pages.

people of charsadda came out after this attack. I am not talking about the protesters with candle vigils I am talking about charged up men armed with guns who joined the university guards and engaged the terrorists and encircled the university preventing the possible escape of the terrorists who didnt come to die there but planned to flee but were contained and if the army / police didnt hold these villagers back then they would have finished off the terrorists themselves.

now that the facilitators of the terrorists that provided them shelter and logistics have been exposed .. wait and see what happens to their homes and families even. we are not crippling we are not Iraq or Syria or Libya ...
we paid our price with the blood of the innocent.

whoever is behind TTP, brotherly Muslim countries or Kafir ones.. domestic or foreigners .. will pay in blood .Amen.

A habitual liar lies so much that he starts believing his own lies. That's what happened to Pakistan. They were using terrorists as a state agency for so long against India especially in but not limited to Kashmir that whenever such attacks happens inside Pakistan they automatically are convinced that India is doing to them what they did to India.

Until they wake up from this foolish assumption and start going after the real culprits who are all in there own stable they will not be able to stop such attacks.

Read a rare article some time ago, where an indian general said that when Pakistan army moved into the tribal areas 'it was just too tempting to keep them engaged'. So, indian involvement will always be found in any effort that weakens pakistans federation.

The main point is this endless sea of extremism. Not so long ago, people were unwilling to even admit that extremism is a problem. Even the slightest sympathy for extremists keeps the danger alive. Thousands were arrested on such charges and the recent arrest of ISIS sympathizers is a worrying sign.

This is why Obama classified pakistan as a destablized spot.

A radical solution which should have been implemented long ago is only having paid imams at every mosque, university or madrassa. Sectarian differences should only be a specialized field like masters. We are teaching them to children under ten.

Pakistan Military is addicted to using terrorism to compensate for its lack of military strength. It is extremely doubtful that these 'good terrorists' would ever be removed by them.

Ideally yes, but external influence of a Donor country is impossible to resist and in addition no one saw the rise of TTP like extremists who would harm Pakistan. As they say hindsight is 20/20.

Whether no one foresaw the rise of TTP is irrelevant. The real question is what to do about it now.

Sir, the monster may or may not have been created by foreign parents, but now it lives and thrives in Pakistan as a naturalized citizen. Now, it is Pakistan's monster going by that measure.
