Many non-Muslims in Pakistan claim to be Muslims and some even use Muslim names. Due to religious based elections and availability of funds and aslo generally more liberal view they are now declaring their faith and coming out of shadows. I am sure in India the Muslim population is higher than what census result would indicate. India has not even released its 2011 religious census data yet !

They just look at rough estimates. Pakistan Hindu Council has the number higher then most government estimates.
