The figure is accurate and not at all astonishing to me .
In developing countries such as ours the poor ones or the majority villagers do not abide by the use of condom . This may be because of economic reasons........u know it is not easy to make them spend even a single penny on anything other than food, tobacco and in some cases alcohol .
Now looking at the other side of the coin ; the so called elite class or middle class that might account for 25 % of Pakistans population i.e literally about 40 million people . Among them about 50% might be married.......which accounts for 20 million people . Now among these 20 million peole many might be above 45 years which is an age people generally avoid sex .
So going by the number of people using the condom is to the the no. of condoms used ; its a decent figure .

You will need more commercialized advertisements and less of govt program like ads to encourage condom use..Till 18 years back, India was also struggling with promoting condom use thru ads as you posted here.. Then came Kamasutra condoms with its publicity campaign (I was a part of the marketing team that designed that campaign as a young 1st year college student) and the concept of condoms (and their market demographics) underwent a sea change..

Point to note is that the ad below is from almost 15 years back
