You need to understand the dichotomy that the nation has to face. Formed on a popular belief of 'Two Nation Theory', the nation has a minority population, and has marginalized strata in it. The Shias, the Ahmadis from the majority Religious Group. If the nation continues to rely on the two nation theory, they face a situation of the same being raised by this group, which is relatively marginalized. Also, they shall forever have to hinge their nation on existence of India (just gist of things)

But if they abandon it, they are in the dilemma of trying to address the question of need for partition.
