This is the demographical map for disability due to fire (burn victims). The answer to your question; that why we are having so many burn victims is due to non management of burn patients due to lack of resources, specialized hospitals and facilities and of-course financial capacity of people. Above all our incompetent government; gang of Ganjas and Zardari and other goons looting this country dry.
