Basmati rice is mainly eaten by desi people. Overseas Indian will not buy any product if it is Made in pakistan. That may be reason to rebrand with Indian name. In USA, pakistani restaurants are named as Indian restaurants to make broader appeal.

I don't know about Arabs, But american don't cook rice. Have you seen basmati rice sold in safeway/walmart? They are only available in Indian grocery stores. American rarely shops at Indian grocery stores.

Basmati rice is indigenous to Pakistan punjab Gujranwala belt. You take it anywhere else and it will loss basmati aroma. Hence basmati grown in India is basmati only in name.

These stores keep few items in Asian sections to sell for Indian customer. Maxicans, chinese also eat rice, But their rice is different. They don't eat basmati rice.
