I would have suggested that RAW recruit him and then use his wife and kid as leverage to make him spy for us in pakistan and then offer him Indian citizenship if he delivers.

If he wants Indian citizenship then let him prove himself worthy of the honor.

it would be plain economics, why would he leave job/family that is well settled and go to pakistan.
He will have to start all over again. do you think his wife & their family would agree to let her go to some place which they have no clue about?
