May be he was talking about some new technology to help setup offshore companies and loot the innocent Pakistanis without there Pa(n/j)ama being leaked.

The True Answer to Indian Technology is Economic Growth of Pakistan. Which gives money for the "technology" you need to defend the nation.

Sartaj Sahab whould better focus on projects like CPEC which have a real meaning on the ground.

ABM Technology answer is in two ways.

1: Develop same technology to intercept enemy's missiles. (Defensive mode)
2: Develop MIRV Technology to deceive ABM (Offensive mode)

Pakistan is much away in ABM Tech, it will take some time to develop its own ABM,
However Option to buy such defence system is very much feasible right now such as HQ 19, HQ 29.

While MIRV Tech, Pakistan is working on that for long time, and many believe that Pakistan Shaheen series possess this Technology.

Recent test of Indian ABM will spark Pakistan to take some solid steps in both directions.

Skip the long mid range missile defence cover altogether, and instead go one up by integrating automated or remote controlled lasers. Investment in future tech is what gives an edge, not playing catch-up.
