Nobody is forcing you to play against any nation. It is the cricket board who mostly decides about playing with each other. Two cricket boards signs contract with each other and ICC approves it. Simple as that... In ICC Future tours programme higher ranked team is given more matches... but that does not mean the two boards cannot organize more matches in the empty slot
See Pakistan wants Bangladesh to tour Pakistan in April and they didn't go to ICC to ask them to send their team to Pakistan. They went to Bangladesh to pursue them to play in Pakistan.
South Africa wants to host Pakistan's home matches to South Africa for lesser budget to what they are paying in UAE. It is Pakistan who would opt to go ahead or decline this offer. ICC is there to back you up... and interfere only in certain technical issues where its necessary.

Afghanistan does not have an International cricket ground so they have adapted UAE as their home of cricket. Now England wanted to play warm-up games before the start of Test series against Pakistan and in general rule the home team provides county teams for warm-up games (in this case Pakistan was supposed to provide teams to England for warm-up game) but Pakistan could not afford to send their home teams to UAE like that... so ICC decided to experiment with a new team consisting of affiliated teams including 4 players from Afghanistan.
Same is true in this regard to Pakistan.... if PCB didn't want to play they would have declined an offer to play against Afghanistan... but this is just a warm up game that would help Pakistan settle in this atmosphere and increase the skills/experience of Afghanistan Cricket Team... Simple as that
