Local militants have gone into hiding after successful interventions by security forces on the anti-militancy front, Kashmir IGP Muneer Ahmad Khan said today.

He, however, said foreign ultras were now trying hard to make their presence felt in the Valley.

"(Because of) the successes which the security forces got in which top commanders of Lashker (Lashker-e-Toiba) or HM (Hizbul Mujahideen) were eliminated, the militants have gone into hiding and are looking for other ways to survive.

"They have gone into hiding and we have reports that they have gone to higher reaches. They used to freely roam in buildup areas, which has now stopped. They have now given space to foreign militants, whether of Jaish (Jaish-e-Mohammad) or any other group," Khan said.

The IGP was talking to reporters on the sidelines of a cleanliness drive at the police control room complex here.

The top cop said one or two groups of Jaish were still operating in south Kashmir and fringes of Srinagar district, even after the death of three ultras in Pulwama encounter on August 26.

Asked whether the security forces were on high alert after the Pulwama attack, the IGP said the forces have to always remain alert.

"There is no high alert, but after the Pulwama incident, we have to remain more careful. As a human body goes into slumber, we, regularly, have to tell our jawans and officers to remain alert. It is part of our drill," he said.

On reports that militants have stopped using mobile phones to avoid getting traced, Khan said mobiles or not, militants would be neutralised.

"We are facing militancy since 1990. There was a phase when there were no mobiles, still militants were neutralised. Now, there is a phase wherein mobiles are there and militants are getting neutralised. The work does not stop. If one thing closes, another opens up and we work on it," he said.

On being quizzed about non-registration of FIR on a complaint filed by an editor of local daily 'Kashmir Monitor' against Baramulla MP Muzaffar Hussain Baig's wife for allegedly threatening to kill him, the IGP said, "I will have to check it."

The editor had recently lodged the complaint at Kothi Bagh police station against the parliamentarian's wife for allegedly threatening him over an editorial on Baig in the daily.

Four policemen were injured in a militant ambush near Srinagar on Friday evening.

A police spokesman told The Hindu that a police vehicle was fired upon by militants near Zeewan in the outskirts of Srinagar on the highway in the evening during a routine patrol.

"Four injured policemen were shifted to Srinagar hospital. The condition of one the injured policemen is critical," said the spokesman.

Lashkar-e-Taiba claimed responsibility for the attack.

Thirteen soldiers were injured on Friday when an Army vehicle plunged into a deep gorge in Jammu and Kashmir’s Reasi district, police said.

The vehicle went out of the driver’s control at Dhansar area. The injured were taken to a hospital, the police said.

A policeman was killed and three others injured when militants attacked a bus transporting security personnel in the suburbs of Srinagar on Friday evening.

Militants fired at the police vehicle in Zeewan area around 8 pm, sources said. A police spokesperson later confirmed the identity of the deceased as head constable Kishan Lal and the injured policemen as Meharajudin, Abdul Hamid and Shabir Ahmed.

Local residents of the area reportedly helped ferry the injured policemen to the hospital. Terror outfit Lashkar-e-Taiba has claimed responsibility for the attack.

The attack came a day before the Eid festivities were set to begin in the Valley.

Days ago, director general of state police SP Vaid had told HT that Pakistan-based militant group Jaish-e-Mohammad (JeM) was planning attacks on security forces in Kashmir during the festive season.

Last month, a fidayeen attack by the JeM on the Pulwama district police lines left four CRPF jawans and four policemen, besides three foreign militants, dead.

An unidentified militant was on Saturday killed in a brief encounter with security forces in Kulgam district of south Kashmir, the police said.

A Lashkar-e-Toiba (LeT) militant, believed to be involved in the murder of Lieutenant Umar Fayaz, was killed in an encounter with security forces in south Kashmir's Kulgam district on Saturday.

A police official said that Ishfaq Padder, a hardcore LeT militant was killed in a brief gunfight with a joint team of army's 62 Rashtriya Rifles and special operations group (SOG) of Jammu and Kashmir police in Tantraypora village of Kulgam, 71 km from here.

He said that the operation was carried out after specific input about the presence of some LeT terrorists in the area. Padder is believed to have been involved in the killing of 22-year-old Lt Fayaz in May this year. The bullet-riddled body of the young Kashmiri army officer was found in Harmen area of Shopian in south Kashmir on May 10, hours after he was abducted by militants from Batpura village where he had gone to attend his cousin's wedding.

Meanwhile, clashes between stone pelting protesters and security forces broke out in various parts of Kashmir post-Bakrid prayers on Saturday as authorities placed separatist leaders under house arrest.

Reports said soon after Eid prayers, stone pelting youth clashed with security forces in Anantnag town of south Kashmir. Reports of similar clashes were also received from Kulgam, Sopore and some areas of Pulwama districts. The police used tear gas to disperse c the owd at some of these places.

Police didn't allow moderate Hurriyat Conference chairman Mirwaiz Umar, who is also head priest of Kashmir to deliver traditional Eid sermon at Eidgah in old city by placing him under house arrest. Hardliner Syed Ali Geelani was also barred from offering Eid prayers while pro-independence JKLF chief Yasin Malik was arrested on Friday evening.

For security reasons, several ministers, senior civil and police officers offered prayers at the district police lines masjid in Srinagar. In the backdrop of lynching of a senior police officer by a mob outside the Jama Masjid in Srinagar in June, Jammu and Kashmir Police had advised its personnel and VIPs not to offer Eid prayers in public places.

Army has ordered an inquiry into the allegations of disappearance of a civilian, who happens to be a relative of Jammu and Kashmir Law and Parliamentary Affairs Minister Abdul Haq Khan.

“We have initiated an inquiry (into disappearance of civilian). The matter is under investigation and action will be taken accordingly,” a defence ministry spokesman told reporters.

The inquiry comes in the back drop of allegations by the locals of Lolab area in north Kashmir's Kupwara district that a youth Manzoor Ahmad Khan went missing after he was arrested by the army three days back.

The Minister had on Saturday visited Devar, Lolab area of the frontier district where people staged protest against Manzoor’s disappearance. He assured them that in next two days the missing youth would be tracked down and asked the people to maintain calm.


According to the residents, the soldiers of a local army unit at Devar, Lolab detained three civilians on Thursday over the suspicion that some militants had taken refuge at their residences. Out of the three, two were released on Friday, but the whereabouts of Manzoor are still not known, they said.

Senior superintendent of police Kupwara, Shamsher Hussain said that they were looking into the matter. "The mobile of the missing youth is switched off and we are trying to trace him. The accusation of the family is being looked into," he said.

Pakistani troops today violated the ceasefire along the Line of Control (LoC) in north Kashmir’s Kupwara district.

There are no reports of any casualties.

"The Pakistani troops resorted to unprovoked firing on Indian posts along the LoC in Karnah sector in Kupwara,” an army official said.

He said the Pakistani troops fired upon the Indian posts at midnight and continued the firing till early hours of the morning.

"The firing was effectively retaliated by the troops,” the official said.
 
I saw that coming, after BJP government is in hot waters over demonetization blunder. Some thing is pose to happen to shift public's attention. Either LOC would get hot or a small possibility of a Major terror attack some where in India , by none other than Pakistan.

Sikh militants are getting more support from across the border to foment trouble in Kashmir and other parts of the county, suggest fresh inputs from intelligence agencies to the foreign policy establishment.

Pakistan establishment supporting the Sikh militants have long remained a bone of contention between the two neighbours, with Islamabad often denying its involvement.

But Indian agencies consistently pointed the number of Sikh militants taking refuge in Pakistan. The fresh inputs show support for Manjit Singh, leader of Khalistan Zinadabad Force (KZF). The intelligence inputs say this outfit is getting more active in South Kashmir and Kathua region of the state and in Punjab. Sikh radical elements sheltered in Pakistan are engaged in anti-India activities such as providing financial support to terror activities.

Sikh extremists leaders based in Pakistan — belonging to Babbar Khalsa International , KZF, Khalistan Commando Force (KCF), International Sikh Youth Federation (ISYF) — are getting help for making trouble in India.

The issue of terrorism and New Delhi accusing Islamabad for using terrorism as an instrument of state policy has time and again came in the way of two sides going back to the talking table to bring a new lease of life to their fragile peace process under the NDA government.

At the same time, Pakistan has stepped up its rhetoric on Kashmir, which coincides with Indian efforts on what officials say: “Pakistan is not a victim of terrorism.” Though India has scored many points over this, the recent statements from China and the US secretary of state, Rex Tillerson, have termed Pakistan as a victim of terror. But an Indian official said that calling Pakistan a victim of terror amounts to missing the woods for the trees.

“The terrorism that Pakistan suffers from is self-inflicted. The terrorism that is inflicted on India comes from across the border and it is exported. Pakistan uses terrorism as an instrument of state policy, from support to Kashmiri groups to promoting specific groups against India to helping Sikh militants, this policy is evident,” said the official.
 
What I don't understand is that this open patrolling that bsf does , are they not exposed to pakistani fire ?

An infiltrator was on Monday killed by the Border Security Force (BSF) when he climbed over the fence at the Indo-Pak International Border (IB) to enter the Indian side in Jammu.

The incident occurred at about 3:40 p.m. when a group of terrorists reached close to the IB fence and “engaged” BSF troops at an observation post in the Arnia sector of Jammu, a spokesperson of the BSF said.

“During the cross-fire, one of the intruders climbed over the fence and jumped towards the Indian side.

“Alert BSF troops shot the intruder instantly while simultaneously replying to the firing from the Pakistan side,” he added.


Intermittent firing was on when reports last came in, the spokesperson said.

The NIA on Tuesday said it has arrested two stone-pelters in Kashmir in connection with an ongoing probe into terror funding to stoke unrest in the Valley.

A National Investigation Agency (NIA) official identified the arrested accused as Javed Ahmad Bhat and Kamran Yusuf of Kulgam and Pulwama districts, respectively, of Jammu and Kashmir.

On August 17, the counter-terror agency had arrested Zahoor Ahmed Watali, a prominent businessman of Kashmir.

On July 24, the agency had arrested seven separatist leaders in connection with its probe into terror funding from Pakistan and militant groups based there.

The NIA had asked Kashmir Bar Association President Mian Qayoom on Monday to appear before it on Tuesday as a witness, and not as an accused, in the case.

Valley-based lawyers on Tuesday boycotted courts in protest against the summoning of Qayoom by the agency.

India on Tuesday summoned the acting high commissioner of Pakistan and issued a demarche over the infiltration by a group of JeM terrorists who killed eight security personnel in Jammu and Kashmir’s Pulwama last month.

The Ministry of External Affairs lodged a strong protest with Acting High Commissioner Haider Shah over the infiltration by the group hailing from Pakistan who staged a terror attack on August 26.

In a statement, the MEA said Pakistan was asked to investigate the incident and bring to justice the individuals and entities responsible for orchestrating the heinous attack.

The MEA said it was conveyed to the envoy that DNA samples of the neutralised terrorists have been preserved and can be made available for investigation in Pakistan.

“The Acting High Commissioner of Pakistan Haider Shah was called in today and a strong protest was lodged at the cross border infiltration of a group of Pakistan nationals belonging to Jaish-e-Mohammed terrorist organization in the intervening night of 16/17 August who carried out a brutal terror attack in District Police Lines, Pulwama,” the statement said.

The MEA said Pakistan was also asked to abide by its commitment to not allow territory under its control to be used for terrorism, and take credible and effective action against the terrorist groups “operating from its soil and to prevent cross border infiltration”.

A wreath laying ceremony for two of the CRPF men — Constable Borase Dinesh Dipak from Gujarat and Constable Mohammad Yasin Teli from Baramulla district in north Kashmir — was held in the morning on Sunday at regional training centre, Humhama, Srinagar.

Tributes were paid to the other two CRPF constables, Ravindra Baban Dhanawade of Maharashtra and constable Jaswant Singh of Haryana, on Saturday evening.

The J&K policemen killed in the shootout were Imtiyaz Ahmad, Mohammad Yousuf Hajam, Rafiq Ahmad Hajam and Amarjeet Singh. Their wreath-laying ceremony was held in district police lines Awantipora on Saturday.

Militants on Wednesday hurled a grenade at a police station in Shopian district of south Kashmir but there was no damage as it did not explode, police said.

The grenade landed close to the main gate of the police station, a police official said.

It did not explode, the official said, adding that a bomb disposal squad is on the job to dispose it off.

SRINAGAR: The forces killed two Hizb ul Mujahideen terrorists, including its divisional commander, at Sopore in north Kashmir on Monday.

The two slain militants were identified as Pervaiz Ahmad Wani of Galoora Handwara of north Kashmir, who police claim was divisional commander of HM and Naeem Ahmad Najar of Brad in Sopore.

J&K police claims to have found two AK rif les, three AK magazines, 90 AK rounds, one INSAS rifle, one INSAS maga z ine, 13 INSAS rounds and other ammunition from the encounter site.

Acting on a tip off, J&K police along with 22 RR and 179, 177 and 92 battalions of CRPF launched a cordon and search operation in Check-e-Brath area of Sopore on Monday morning, during which mi litants opened fire triggering an encounter.

The police claim that the two militants were involved in many anti-national activities, including killing of policemen, in north Kashmir. Wani was involved in several attacks on police and Army while as Najar was instrumental in indoctrinating and recruiting many youth of north Kashmir in HM.

In a separate incident, militants lobbed grenade at a patrol party of government forces in Qazigund area of south Kashmir, in which three CRPF personnel were injured.

Pakistani troops on Thursday violated the ceasefire by firing from small arms and automatic weapons along the Line of Control (LoC) in Jammu and Kashmir’s Poonch district, injuring two porters working with the Indian Army, officials said.

“Pakistan Army initiated unprovoked and indiscriminate firing of small arms and automatic weapons from 1145 hours in Poonch sector along the Line of Control (LoC),” a senior army officer said.

Two people were injured in the firing and have been evacuated to the nearest hospital, the officer said, adding that their condition was stable.

Indian Army personnel guarding the border retaliated strongly and effectively. “The firing stopped at 1155 hours,” he said.

On September 4, Pakistani troops violated the ceasefire twice by firing at forward posts along the LoC in Degwar and Maldalyan areas in Poonch and along the International Border (IB) in Arnia sector of Jammu, Indian security forces to retaliate.


On September 3, Pakistan Army initiated unprovoked and indiscriminate firing of small arms, automatics and mortars in Krishna Ghati sector in Poonch along the LoC.

On September 1, Assistant Sub Inspector (ASI) Kamaljit Singh of the Border Security Force sustained bullet injuries due to enemy fire initiated from across the Line of Control while he was deployed at a forward post in Krishna Ghati Sector in Poonch. Singh later succumbed to injuries.

On August 30, Pakistani troops resorted to unprovoked and indiscriminate firing and shelling from across the border in Nowshera sector, targeting forward posts and civilian areas.

On August 27, five civilians, including a woman and two minor boys, were injured in ceasefire violation by Pakistani troops along the LoC in the Shahpur belt of Poonch district.

Pakistani troops had on August 26 violated the ceasefire in Pargwal area of Jammu district.

A day before, Border Security Force (BSF) jawan K K Appa Rao was seriously injured in sniper fire when Pakistan Rangers violated the ceasefire along the IB in Jammu district.

On August 23, senior Army commanders of India and Pakistan held a flag meeting on the LoC in Poonch sector in Jammu and Kashmir, and agreed to institute mechanisms for durable peace and tranquillity on the border.

On July 17, the BSF and the Pakistan Rangers had held a commandant-level flag meeting in Samba sector along the IB and .


“committed” themselves to maintaining peace.

In the flag meeting, the two sides had agreed to re-energise instant communication between field commanders, whenever required, to resolve petty matters, a BSF official had said.

Incidents of ceasefire violation by Pakistan have increased sharply this year.

Till August 1, there were 285 such violations by the Pakistan Army, while in 2016, the number was significantly less at 228 for the entire year, according to the Army figures.
