PHDs are used in research. And the kind of high tech industry that uses PHDs is not coming to pakistan any time soon...Large scale manufacturing etc is all using bachelor/master level professionals. But of course they do have PHDs sometimes, that's because they are sometimes cheaply available or as a show off thing...Otherwise, the standard of PHDs in pakistan is quite low, and that's a fact.

Note how things always have to go through the mega US embassy in Pakistan. Anyhow, if Pakistan can benefit, it's a win win I guess.
