Nothing wrong with Indian plans to work for its interests as much as any other country does so.

The only objection i had was on denial of Indians uptill now as you were hiding behind rehtoric of helping the Afghans and were in denial that If India was any strategic interest.

China is not doing anything against India in Pakistan. :)

Besides we are immediat neighbours unlike India is a third country not having any border with Afghanistan

Where are world's biggest the opium trade roots and supply centres? Who were those Pakistan based taliban doing extortion & beheading minorities?

Previously all reconstruction contracts worth billions of dollars had been awarded to indian army engineering wing without inviting any third country.

Third party !!! can you suggest who were those willing third parties.

So far US has sent billions to Afghan re-construction but Indians build poor quality temporary buildings..... with no inspection record by independent certified technical authorities.

How many Independent certified technical authorities lol you know are doing inspection for war zone dispensaries and quickly built roads etc etc...
was USA giving contract to Pakistani companies?
Are you expecting India to build Hotel le meridien there, we are investing money on priority to retain basic infrastructure not monuments.

An independent body should be formed to review all the technical details of buildings and raods.

And you will be chairman of that independent body.

New Delhi: India plans to scale down its operations in Afghanistan and will advice its citizens in that country to return home, sources in the government have told CNN-IBN.

The government is considering paring down its presence at reconstruction projects in Afghanistan. Projects underway may be wrapped up quickly and there may be even a freeze on undertaking new projects.

Apart from the embassy in Kabul, the work of consulates in Herat, Kandahar, Mazar-e-Sharif and Jalalabad may also be scaled down.

CNN-IBN learns the precarious security situation in Afghanistan--highlighted by the terrorist attacks targeting Indians in Kabul on February 26--is prompting a gradual but significant rethink in New Delhi.

The government has been forced to think to rethink its Afghanistan policy because of the precarious security situation in that country. Indian officials acknowledge that the political and military situation has deteriorated in Afghanistan.

Taliban terrorists, who are suspected to have had the support of Pakistan's Inter Services Intelligence, had targeted the Indian embassy twice in the past. On July 7, 2008, 60 people, including four Indians--one IFS official and a brigadier-ranked official were killed in the attack, while on October 8 last year, four ITBP jawans were among those injured.

Pakistan can claim this as victory!! but there could be more to what meets the eye.

Now where the Pakistan comes from in that matter.

u Indians only blame Pakistanies......and no one in the world care wt ur saying.

We have good relations with USA (getting F-16, Frigates and weapons), China, UK, France(Arm deals r on way) , KSA etc. No one cares if any thing happen ith u in Afghanistan or in Mumbai......coz the truth is that, that Pak never been involved in terrorists activites in any where in the world ......but nodoubt India is involved in terrorism in Afghanistan and Kashmir.

As Americans will move away from Afghanistan, local Afghan civilians will make Indians Bar B Q.

Actually Pakistan is very much capable of making world class infrastructure project them self. That is why once they were know as lions of SAARC nation with better economy and sharp brains. What china is doing in Pakistan is something suspicious, not just development in disguise.

I have seen & heard many Pakistanis in Punjabi comedy serial and stage drams making fun of Chinese goods and i know how small scale industry is suffering.

China is benefiting and gaining many contracts without competing with any third party. Local companies are desperate to bounce back and earn money but If the trend remains the same the very Pakistani industry will suffer for sure.

At present there is no national mega project Pakistani companies are undertaking other then making malls randomly. Even railway projects are awarded to Chinese companies.

I wish those who are objecting why Indians building roads on their dead bodies in war zone are getting contracts should dare to ask their own govt (killing local skills), the same.

ISLAMABAD: A strategic shift in Pakistan’s three-decade old Afghan policy has taken a quiet but effective shape as Islamabad has successfully negotiated a peace plan with Mustafa Zahir Shah, the grandson of late King Zahir Shah, who would play a key role in future political dispensation comprising all ethnic groups. “It is a strategic coup by Pakistan against rising Indian influence in Afghanistan,” an analyst tartly remarked commenting on the development. As Islamabad has agreed to untangle the complicated jihadist network fabricated by General Ziaul Haq in 1979, it has acquired ‘iron-clad’ guarantees from Washington and other world capitals to gain advantages not only in regional political and economic affairs but also to get peaceful nuclear technology related benefits, sources privy to the most significant development taking place in the region in more than quarter a century, claimed.

Prime Minister Gilani’s spokesperson Shabbir Anwar, when contacted, said Pakistan wanted peace in Afghanistan. “We will do whatever we can in strengthening of the political institutions in Afghanistan.”

Anwar, however, said the Foreign Office would be in a better position to comment on such a development. The foreign office spokesman could not be reached despite repeated attempts as his cell phone was switched off.

“Karzai is fast becoming a seat-warmer for Mustafa Zahir Shah,” a diplomat commented. “But the young leader will have to perform a very complicated balancing act by satisfying both sides of the ethnic divides in the world’s one of the least governable countries.”

To continue to have a political foothold in Afghanistan and counter Pakistan’s thriving liaison with Mustafa Zahir Shah and the Northern Alliance, Indian Prime Minister Manmohan Singh went to Saudi Arabia to get help in establishing contacts with Taliban. Saudi Arabia reportedly has refused to oblige.

According to the clinched deal, Islamabad would help cobble together a consensus political dispensation in Kabul comprising all ethnic groups, help ensure its stability, dismantle the dreaded militant infrastructure and carefully comb its security apparatus to avert the rise of radicalism. On all counts, Pakistan has already started delivering and brick-by-brick demolition of Jehadi infrastructure has already set in motion. A high-level Pakistani delegation held a final round of negotiations with Mustafa Zahir Shah and Northern Alliance in Kabul a couple of weeks ago.


Islamabad’s diplomatic circles are abuzz with this new, exciting development taking shape during the last few weeks. “To convince Mustafa Zahir Shah to lead, and make the leaderships of Northern Alliance and Taliban share power among themselves is a major breakthrough successfully engineered by Pakistan to reclaim its lost position in Afghanistan,” the sources said.

In addition to winning over the confidence of Mustafa Zahir Shah, the weaning off Northern Alliance from India is the most important milestone in Pakistan’s foreign policy as ties between the two sides had been strained for Islamabad’s tilt towards Taliban. As final touches are being given to level the rough contours of this win-win policy, the diplomatic sources in Islamabad are attributing great significance to the sudden dash of Chief of Army Staff General Ashfaq Parvez Kayani to Kabul over the weekend.

In return for the success of this policy, the sources claimed, Washington has given guarantees to Islamabad that it would support Pakistan’s efforts to buy nuclear power plants from France for peaceful purposes, limit India’s political role in Afghanistan and Pakistan would have the right to buy oil and gas on less-than-market price from the proposed oil and gas pipelines originating from Central Asia and Afghanistan to India. The royalty that Pakistan would earn on these energy pipelines passing through its territory would be in addition to the above benefits.

DG ISPR Maj-Gen Athar Abbas, when contacted to ask if Pakistani officials were engaged in negotiating such an understanding with the help of the US and the Nato in return for political and economic benefits of the country, he said: “It is a political issue and I have no comments”.

When asked about the high level contacts between Pakistani officials and Mustafa Zahir Shah and Northern Alliance leaders, Abbas said: “Not to my knowledge.” The arrests of top Taliban commanders from Mulla Abdul Ghani Baradar two weeks ago to Abu Yehya Gadan over the weekend is a testament to Islamabad’s sincere commitment with this new approach.

In his weekend visit Gen Kayani met Afghan President Hamid Karzai to, what the sources said, discuss his role, if any, in the new setup. Almost a week prior to Kayani’s visit to Kabul, a high-level delegation comprising officials who have been handling the Afghan strategy for decades, visited Kabul and met Mustafa to finalise the future peace plan for Afghanistan. The success has been reached following a series of behind-the-scene meetings in and outside Pakistan between Pakistani officials, Mustafa Zahir Shah, Saudi and US officials, and key leaders of Northern Alliance who have earlier been sceptical of Islamabad’s intentions.

The difference this time would be that Pakistan would ensure the acceptance of this new formula both by the Northern Alliance and Taliban with Mustafa Zahir Shah leading the brood. Sources claimed that the new plan would guarantee Pakistan’s political and economic interests in the region as well as the existence of a peaceful Afghanistan after the withdrawal of the US and the Nato troops.

The sources claimed that the establishment is quite serious now in reigning in radical elements who have been creating difficulties for Pakistan in the past. “Now they will not be given a free hand anymore and the elements within the establishment supporting such ideologies and activities would be sidelined in the next round of promotions starting from next month,” source said.

US President Barack Obama gave his AfPak speech at West Point on December 1, 2009 where he announced his intention “to begin the transfer of our forces out of Afghanistan in July of 2011.” Pakistani Army chief Gen Ashfaq Parvez Kayani signalled his policy by the end that month when a suicide bomber attacked a CIA facility at Khost in Afghanistan

Mr Obama’s speech might have triggered the Pakistani military-jihadi complex into implementing its endgame strategy. Pakistani actions over the last three months suggest that it is both attempting to hasten the US exit from Afghanistan and neutralising the other regional actors — Iran and India — which might oppose a pro-Pakistan post-US arrangement in Kabul. From the attack on the CIA at Khost; to the capture of Mullah Abdul Ghani Baradar in Karachi; to the terrorist attack at German Bakery in Pune; to the raid on Kabul City Centre; to the rendition of Abdolmalek Rigi to Iran; and most recently, the attack on Indian officials at Kabul, Gen Kayani & Co have executed their moves masterfully.

Mullah Baradar was not only a ‘moderate’ among the Quetta Shura Taliban, but also actually negotiating with the United States and the Karzai Government, against the wishes of the ISI. ‘Capturing’ him not only allowed Pakistan to undermine the US-Afghan political initiative but also allowed Gen Kayani to be seen as arresting a ‘high-ranking Taliban leader’. This was a brilliant move — Washington had to praise Pakistan even after receiving a kick below the belt. It was, nevertheless, a significant setback for independent US political efforts in Afghanistan. It meant that the US relies a little more on Pakistan to act as the, well, interlocutor with the Taliban.

Abdolmalek Rigi, the leader of a Iranian-Baloch-Sunni terrorist organisation called Jundallah, was almost certainly a CIA asset. The Iranian Government has accused him of both being a US agent and of having links with Al Qaeda. Both these charges are perhaps true — contradictory as they might seem. The ISI allowed him to operate from Pakistani territory, for the CIA, against Iran for several years. But after India, Iran and Russia — whose interests were ignored at the London Conference on the future of Afghanistan — started coming together, the ISI played the CIA out and handed him over to Iran. The US can’t complain too loudly, after all, like Mullah Baradar, hasn’t Pakistan just acted against a terrorist with links to Al Qaeda?

(There was the little issue of how to hand Rigi over without setting a precedent that New Delhi might exploit-so an elaborate drama became necessary.)

With Iran it was mollification. With India it is aggression. The attack on Indian officials in Kabul is intended to scare India out of Afghanistan. Even as the Pakistani military-jihadi complex seeks to hasten US military withdrawal, it is working towards installing its proxies into the corridors of power in Kabul. It will allow President Hamid Karzai to remain in office just long enough to provide a political cover for the US — but before long, a pro-Pakistan regime will take his place.

Is Gen Kayani overplaying his hand? Maybe. But bringing the situation to a head before 2011 works to Pakistan’s advantage.

Will the US watch silently as the Pakistani military-jihadi complex destroys its assets and — brazenly, if cleverly — frustrates its designs? Will the vaunted COIN campaign work fast enough? Will the US intensify its covert war inside Pakistan to counter Gen Kayani’s moves? Let’s see.

I dont think Mustafa Zahir will be(he is not even now anyways) a prominent or heavyweight political figure in Afghanistan. He doesnt enjoy any support among the public.

:) Ahmad there are many other NA people who also fought first Afghan war many from Masood's family too. I see all the good chances for them.


I think its time we should have broadbased govt there.

There should always be a broadbased gov in place, and yes the NA is in opposioin at the moment. but refer to Mustafa Zahir, he is not a heavyweight. it is always nice to include everybody, but you cant just count too much on him.

Islamabad, Mar 10 (PTI) Afghan President Hamid Karzai arrived here today on a two-day state visit during which he is expected to hold talks with the Pakistani leadership on cooperation in the war against terror and ongoing efforts to hold talks with the Taliban.

Karzai will meet his Pakistani counterpart Asif Ali Zardari and Prime Minister Yousuf Raza Gilani, the Foreign Office said.

This is Karzai's first visit to Pakistan since his re-election last year.

Senate Chairman Farooq Naek, Foreign Minister Shah Mahmood Qureshi and other ministers welcomed Karzai at the Chaklala military airbase in Rawalpindi.

A 21-gun salute was presented to Karzai and the national anthems of both countries were played.

Karzai was accompanied by a 45-member delegation that includes ministers and advisors, an Afghan embassy official said.
