A Person, a group and a nation are always judged by actions, never by intent. This is because an intent is abstract and fluid - intentions change as opinions change. Actions are permanent and are tangible. Judging intentions is like clutching at straws.
phuh - actions ain't permanent: people change their behavior; people change their judgment of other people's behavior; criminals became saints: dalai lama, ghandi, etc. are well-known indian examples.
only intentions of a group, tendencies of a nation can be trace to the very sociological, biological conditions of a ethnicity: turkics, jews, anglo-americans in particular must be judged by their historical memory, by the constitution of their racial body and body politic - by their very blood and race - and not by their empty words and promises.
