That's the interesting question is it? I think at this point it may be a sunk cost. What the power companies need to do is conduct a massive drive to eliminate power theft, and if anyone has stolen power, slap them with a lien against their property and require set up of a bank account and automatic bank drafts. Combine that by working with the banks to have a notification requirement if the thief tries to close the bank account (or open a new one). It would be difficult to set up, but it would be a viable solution. If you can't control for honesty among the customer base, go to the people who can control it.
