ISLAMABAD - The 5th Heart of Asia Ministerial Meeting on Afghanistan to be hosted by Pakistan later this year will adopt an important document ‘Islamabad Declaration’ to set direction for the economic development in the war ravaged country.
A senior official in the Foreign Office told The Nation that the two-day crucial ministerial meeting will be held in Islamabad on December 7 and 8 and will be attended by the foreign ministers of 26 countries.
He said that Foreign Secretary Aizaz Ahmad Chaudhry and Afghan Deputy Foreign Minister Hekmat Khalil Karzai also co-hosted the 12th meeting of senior officials of the member countries of Heart of Asia-Istanbul Process on the sidelines of the 70th UNGA session in New York last month.
The agenda of the meeting was to deliberate upon the draft Islamabad Declaration that will be adopted at the 5th Heart of Asia Ministerial Meeting in December.
Heart of Asia – the Istanbul Process that began in 2011, have 14 members including Afghanistan, Azerbaijan, China, India, Iran, Kazakhstan, Kyrgyzstan, Pakistan, Russia, Saudi Arabia, Tajikistan, Turkey, Turkmenistan and UAE.
In addition, there are 12 supporting countries including Australia, Canada, Denmark, Egypt, Finland, France, Germany, Italy, Iraq, Japan, Norway, Poland, Spain, Sweden, UK and US.
The process seeks peace and development in Afghanistan and regional cooperation. Apart from fighting terrorism and extremism, the forum seeks to promote economic development in the region.
It also aims at promoting cooperation in the region in curbing drugs trade and other organized crimes in the region.

1: Is there a treaty, project, etc. that has so far come out of this process?
2. If so -- when is it set to be realized or when was it realized?
3. How effective has it been?

1. Pakistan/India -- essentially playing a proxy war in Afghanistan
2. Azerbaijan, Kyrgyzstan, Turkmenistan, Tajikistan -- so weak that they have to rely on Russia for defense
3. Iran -- has it's own motives -- don't know of a Sunni country with which Iran has good relations
4. Kazakhstan -- too far
5. Russia -- ok
6. Saudi Arabia, and UAE -- have had their fingers burned by Afghanistan
7. Turkey has Syria on its hands -- and Surprisingly the Afghans haven't been too keen on Turkey
8. China -- the old wise man of the neighborhood -- they don't throw good money after bad

Well I wouldn't go that far -- I'm not sure how these multilateral affairs work -- So I think there is a place for this -- yes.

However, If you look at Vanda's article (that I posted) she said, Afghans are saying we should suspend anti-corruption efforts because it risks furthering a collapse because it alienates the power brokers (who are ostensibly corrupt).

Who is going to invest in a corrupt, war stricken country?

To give you an idea of the corruption -- the Afghan NSC: Hanif Atmar, who is considered clean by all had 27 (or was it more) young advisors, all friends and family -- that is what got Kabul Taxi in trouble (I think you posted that article)

True -- but like the boy who cried wolf, the world is not exactly listening anymore. They still have a local Afghan constituency. Lately I've seen Afghans post "Long Live the ANSF" who I would never have thought were jingoistic -- and they blame Pakistan.

But the question is how did the Taliban manage to avoid their plan being unmasked by even the US. It simply does not add up.

It is possible that they got lucky -- but that won't have too many takers.

Well , it will be nice if India goes to the meeting . We need to start the engagement with Pakistan plus they will not have any sepratist card to play here and in December the only thing that can keep India out is BAT but with Remote control guns and light artillery presence at LoC after northern command green single i doubt , so we are coming to Pakistan .

Ans - Pakistan is a untouched market for Indian Industries and By engaging them in talks we can get to resolve long pending issue like MFN status , Etc .

Who will intending a International meeting amount to engaging ?
