So questions:
1: Is there a treaty, project, etc. that has so far come out of this process?
2. If so -- when is it set to be realized or when was it realized?
3. How effective has it been?

You can see the membership

1. Pakistan/India -- essentially playing a proxy war in Afghanistan
2. Azerbaijan, Kyrgyzstan, Turkmenistan, Tajikistan -- so weak that they have to rely on Russia for defense
3. Iran -- has it's own motives -- don't know of a Sunni country with which Iran has good relations
4. Kazakhstan -- too far
5. Russia -- ok
6. Saudi Arabia, and UAE -- have had their fingers burned by Afghanistan
7. Turkey has Syria on its hands -- and Surprisingly the Afghans haven't been too keen on Turkey
8. China -- the old wise man of the neighborhood -- they don't throw good money after bad

Pakistan finds it hard to attract FDI -- and people will invest in Afghanistan? -- who knows, I'll count it when the money is actually spent and not pledged.

Afghan/India Transit Trade through -- is a non issue -- Chabahar has been in the works for close to two decades now -- it is not a natural deep water port

TAPI -- again given the current circumstances who will invest in TAPI -- TAPI or similar initiatives go back to the 1990s

CPEC -- if Pakistan can realize the potential of CPEC that would itself be an achievement.

Afghanistan looks set to be mired in warfare for at least 5 years -- possibly 10+ if things don't pan out.

The rumor mill says Ghani is terminally ill (possibly cancer) -- you can see how things are turning. Abdullah addressing the UN, Amrullah Saleh appointed to lead the commission on Kunduz, etc.

So in short you are saying its just a fancy tea party for photo session :) or a final strategy to avoid a messy complete pullout

Well I wouldn't go that far -- I'm not sure how these multilateral affairs work -- So I think there is a place for this -- yes.

However, If you look at Vanda's article (that I posted) she said, Afghans are saying we should suspend anti-corruption efforts because it risks furthering a collapse because it alienates the power brokers (who are ostensibly corrupt).

Who is going to invest in a corrupt, war stricken country?

To give you an idea of the corruption -- the Afghan NSC: Hanif Atmar, who is considered clean by all had 27 (or was it more) young advisors, all friends and family -- that is what got Kabul Taxi in trouble (I think you posted that article)

From what people like Vanda Felbab are speculating is that the Afghan NDS facilitated Bdaber -- and the ISI "facilitated" Kunduz. Yes there is probably no proof -- but the questions is how can the illiterate Taliban conduct such a spectacular operation when the arguably better educated, trained, equipped ANSF cannot. Amrullah Saleh does seem to have a point. If not the ISI, then there is someone else who went to command and staff college who planned the whole ordeal.

They escape scrutiny by blaming Pakistan for everything

True -- but like the boy who cried wolf, the world is not exactly listening anymore. They still have a local Afghan constituency. Lately I've seen Afghans post "Long Live the ANSF" who I would never have thought were jingoistic -- and they blame Pakistan.

But the question is how did the Taliban manage to avoid their plan being unmasked by even the US. It simply does not add up.

It is possible that they got lucky -- but that won't have too many takers.

Well , it will be nice if India goes to the meeting . We need to start the engagement with Pakistan plus they will not have any sepratist card to play here and in December the only thing that can keep India out is BAT but with Remote control guns and light artillery presence at LoC after northern command green single i doubt , so we are coming to Pakistan .

You sound confused

Why do we need to start engaging Pakistan & how will attending an international meeting amount to engaging Pakistan ?

BAT, remote controlled Guns, light artillery -- ??

Where is the connection ?
