A declassified State Department report has noted that India was in a position to develop nuclear weapons as early as 1964....the report cited frequent changes in the fuel core of the Canadian-Indian Reactor (CIR) at Trombay – as often as every six months. The report raised concerns due to the fact that they believed a six-month period was too short a time for "normal research reactor operations". Instead, they noted that this was the ideal time for using fuel for producing weapons grade plutonium.

We did use CANDU in some military aspects there is no shame in that we did what was needed

Now Canada has signed a nuclear deal with India and first shipment of Uranium arrived so we kissed and made up.

Canada’s reactors are just great at producing weapons-grade plutonium. Canada did not bother to ask India to comply with International Atomic Energy Agency (IAEA) safeguards nor for any accounting of the amount of plutonium the CIRUS produced. India claims that its agreement with Canada did not preclude the use of CIRUS-produced plutonium for “peaceful” nuclear explosions. India described its Smiling Buddha blast as a “Peaceful Nuclear Explosion,” but predictably, as soon as Pakistan saw that India had the Bomb, it put its shiny new CANDU reactor to work developing its own nuclear weapons. Canada is clearly a major proliferator of nuclear weaponry and is completely complicit in the nuclear arming of both Pakistan and India.

Pakistan's NSG membership depends upon India's entry into the group. In short, the epithet which will be used for India, by US, will also be used in favor of Pakistan by China, but this happens only if India makes it to NSG. I do not see a confusion here.

India developed it's Nuclear technology from a canadian system, but did not proliferate it's own technology by selling it's centrifuges, reactor plans and enrichment protocol to NoKo, Iran, and Libya. There lies the difference.

There's no contradiction. It's the nuance in the language you aren't getting. If China says "If India gets in, we're going to get Pakistan in too" that does not mean "ONLY if India gets in, we'll get Pakistan in too." The latter statement is what you have understood to be the case, which is incorrect.
