Pakistan is going to make weapons and expand our nuclear and missile programme

But certain countries will have butt hurt about this and not just the indians

So we lay the ground work, say we want nuclear and missile restraint
Knowing india will ignore or refuse
Then keep developing and expanding our programme
So when we announce Babur 3 or MIRV or ICBM etc
We can refer to our unheeded calls for restraint as a defence
