Pakistan Spends Just 2.5% of GDP on Education

Minister of State for Federal Education and Professional Training Engineer Muhammad Baligh ur Rehman on Wednesday said that spending on education as a percentage of GDP has increased to 2.5% in 2016. He said that this spending on education was just 1.9% in 2013.



He was chief guest at the Inaugural Session of first National Graduate Conference at Allama Iqbal Open University (AIOU) here on Wednesday.

Speaking on the occasion, Minister appreciated the new initiative of AIOU in providing opportunity to scholars of different discipline to share their research work with each other which can further pave the way for future inter-disciplinary collaboration.

He emphasized the need for collaboration, usage of technology and focus on emerging technologies as instrumental for addressing the contemporary challenges. He said that government has already instructed Higher Education Commission to promote applied research and to work with Universities for building, strengthening and sustaining academia-industry and academia-government linkages.

He reiterated that providing quality and accessible education is one of the top priorities of the present government and all-out efforts are being made in this regard.

While recognizing the need for further improvements in education sector, he said that statistics on education recently released were encouraging though, in terms of increase in enrollments and reduction in out of school children. He further said that the Province of Punjab had outperformed other provinces in all indicators and that those criticizing development projects and vocalizing the need for prioritizing education are lagging in improving the conditions under their own (provincial) governments. He said that spending on education as a percentage of GDP has already increased in present government from around 1.9% in 2013 to 2.5% in 2016.

He informed the participants that the government has all the serious intentions to further increase the education spending for which further fiscal space is being created. He said that with sound fiscal and monetary policies duly acknowledged and appreciated by international observers and rating agencies, the government has achieved a significant increase in GDP Growth and tax-to-GDP ratio while further improvements were in the offing.

Earlier, in his welcome address the Vice Chancellor, AIOU Dr. Shahid Siddiqui apprised the Minister that the aim of the conference was to provide a platform for young researcher from all over the country to showcase their research. He said that the Conference was the first of its kind at AIOU where students of different disciplines belonging to various Universities all over Pakistan would share their research work at one forum providing an opportunity for inter-disciplinary learning.

Dr. Shahid also informed the Minister that presently around 13 lac students are enrolled with AIOU of which 56% were female students, mostly belonging to the remote or conservative areas with education accessibility issues. He further said that AIOU has established accessibility centers with special learning equipments for visually impaired students and that the University is also facilitating provision of education to over 1000 inmates in various jails across country.

The Minister appreciated the role of AIOU in providing distance learning opportunities to thousands of students all over the country and congratulated the Vice Chancellor for his efforts towards improving accessibility of education, especially for females and students with special needs He encouraged the University to work on developing collaborations with other educational institutions as well as industries locally and internationally. He suggested that focus should also be placed on ethical training and character building of students and the same should be made part of the academic programs.

The Inter-disciplinary Conference attracted graduate students of around 45 disciplines from 25 Universities across the country. The Conference was organized by Office of Research, Innovation and Commercialization, AIOU in collaboration with the four faculties of University and Higher Education Commission.

The government spending is always geared towards the demand of their constituency. they will spend on those projects that has a high probability of getting them re-elected. At present that seems to be big ticket infrastructure projects. However, as people get more and more politically aware, their demands change and instead of flashy projects they will question about governance issues and healthcare etc. We are, unfortunately, still in the initial stages of political maturity. Expect this ratio to increase in the nest government as the people won't be impressed easily with flyover then.
 
It was expected that PML-N would increase Education and Health budgets in last two years of its current term. Expect some more increase in the next Federal and Punjab provincial budgets. Either the current governments has created fiscal space for this spending, or they are only indulging in numbers wizardry for short-term goal of re-election.

There is no doubt that in the first two years, the fiscal position was really bad and finding any space was difficult. If the government has sincerely increased the education budget while spending money on Zarb-Azb and Raddul-Fisad, then it is a positive development.

I hope & wish that the next government would increase the Education budget to more than 3.5% of GDP at least and launch a major drive for putting all the kids through school.
 
Hmmm the increase is a good positive step but we must also remember that increasing funding is often the most spoken and screamed method but yields limited results If other steps are not taken for example.

Combatting ghost schools which take a chunk of the budget. These ghost schools are a burden on limited funds and increasing budgets won't help. Investigation and their closing and checks are required for this.

Combatting ghost teachers. Just like ghost schools they too are a burden on limited funds.

Proper school infrastructure. There is absolutely no point in making third or fourth grade schools. The infrastructure must be improved and this requires adequate and smart spending of resources.

After the above there comes availability of schools in every area. Remember one step alone does not solve the problem. Increasing funding without proper measures, combatting ghost schools without other steps, combatting Infrastructure without increased funding and smart spending all are required and must be done. This requires the education departments to focus on these issues.


We must also remember that we have been fighting a severe war on terror and gave only seen stability for some time however now is the time to increase budget for education and focus on the development of our future generations.

We don't develop the future generations and the result will be that we wouldn't be developed at all.
 
Well ,Pakistan had spend large amount of money on Zarb-e-Azab and Rad-ul-fassad
It is still amazing that Pakistan has increased its Education budget and I hope that this will be increased to 3.5% and we also need to increase the budgets in Healthcare,Defense and Many other fields
BTW Education is the main perspective since it is directly related to The progress of a Nation.
 
It's worse than that, what little funds are often misused where they're needed most or outright eroded by corruption. Plenty of mismanagement of both funds and teaching standards and syllabus.
 
And even from this budget majority goes to higher education
 
India/Pak shud stop spending on primary schools- the system is rotten to the core, unreformable and not worth reforming. Better give all that money as cash transfers to the poor. They will use that money to find quality education for their kids.

This has been implemented in Punjab for many years. I have many family members from primary school teachers to all the way to the director. An online system was introduce which enables the government to track if all the teachers are present in schools. Furthermore there are surprise checks by the department to see if the teachers are present.

This will take a long time but I have seen improvements. The above system whereby government keeps an eye on teachers was a long time coming and the next step should be training the teachers and have a good syllabus together with providing a good place to teach (i.e. school building with enough room for students rather than sitting under a tree.....).

There are various tiers of private schools- each has different levels of school fee and educational standards. Parents can pick and chose from these tiers depending on their paying capacity.

Let PPP come again and they will again put that under 1% due to financial crisis of PPP minister and head
