He doesn’t even exist, R&AW only has civilians from leadership to spies just like CIA, no military guy can join R&AW because the credentials required to join R&AW can never be fulfilled by an Armed Forces guy. If Pakistan would have claimed that Kulbhushan, Colonel etc are from Military Intelligence then atleast it would have made sense but now this imaginary guy is a meme in India.
