Well building dams is good. How can there be any problem? But here is the problem. The water for these dams is flowing from the Indian occupied Kashmir. What happens we build all these dams and India stops the water? All the money we pour is these dams will go waste. Hence Pakistan should not build the dams yet. First we need to get the Indian occupied Kashmir under our control before building any dams. Do you agree with me?
My answer to your query is a big NO.
First of all please educate yourself on the Pakistan waterways. Bahsha dam is being built at the border of GB and KPK on the Indus River, so no water is coming from IOK
Mohmand Dam is being built on Swat river which starts from Kalam valley.
