Pakistan refuses to give NOC to new US embassy building in Islamabad, says structure can be used for surveillance

Islamabad: Raising objections over a new seven-storey US embassy building in the diplomatic enclave in Islamabad, the Auditor General of Pakistan had cautioned that its top floor can be "conveniently" used for surveillance of the government offices in the adjacent areas, a media report said.

The US government went ahead with the construction of the building without waiting for the prime minister's approval, Dawn reported.

The revelation comes amidst tensions in the ties between Pakistan and the US after president Donald Trump last month hit out at Islamabad for providing safe havens to "agents of chaos" that kill Americans in Afghanistan and warned Islamabad
that it has "much to lose" by harbouring terrorists.

Citing an audit report released by the AGP office, the paper said that the Capital Development Authority (CDA) had withheld the no-objection certificate for the US embassy until the approval from the prime minister, as the CDA can only sanction
the construction of up to five-storey buildings in the area.

"Despite pending approval by the prime minister, construction had started," the audit report says.

Citing a report published in Dawn on 17 November, 2011, the paper said a CDA official had confirmed that a plan for a new US embassy building had been approved by the authority.

The report claims that the CDA chairman had received a letter from security agencies on 14 February, 2012, that expressed concerns about the construction of the seven-storey building, saying it "would overtake most of the ministries and other official buildings along the Constitution Avenue".

The AGP audit report also warned that "in all probabilities, the rooftop of the building will be utilised to install surveillance devices that could be used to monitor government offices in the vicinity".

It acknowledges that the "irregularity" occurred due to the "lack of oversight" and failure of implementation of rules.

Despite constant requests made by the AGP, a department accounts committee meeting could not be held, the report adds.

The audit report has recommended a high-level inquiry against the construction of the building and stresses upon "appropriate corrective action".

The building blueprint was approved in January 2012 by a committee comprising officials of the CDA, representatives of Planning, Emergency and Disaster Management and members nominated by the Pakistan Council of Architects and Town Planners.
Not one of them had raised an objection at the time.

After a local intelligence agency raised concerns, the city managers had decided to limit the height of the building.

The new embassy building was inaugurated in July 2015.
"The intelligence agency asked the CDA to explain how it could approve a seven-storey structure in the diplomatic enclave and urged the CDA to take appropriate action," the paper added.

Embassy should be downgraded to 4-5 People based on the number of visits by US president to Pakistan

The more you visit the more people are allowed
One, 500 squarefeet office is enough for 4-5 people

4 people each sit on one side of wall and have a small desk and 1 phone

4-5 Embassy people is enough

Give Visa permission to folks in 50's or 60's age group they tend to be more friendly and informative on cultural sensitivity

What the point of having more then 4-5 people in Pakistan for ? They are not needed here by anyone in our government , 4-5 people can do normal stuff like grow a garden or visit a cultural show

No other activities needed by US personel

The visit has to be justified , what is purpose of visit , do they have a reason to be in Pakistan or not ?

Embassy person should be 50-60 year old (2 black members allowed)

More friendly staff and 1 of them have to be Native American (out of 5 people allowed in Pakistan )

Seems like ideal scenario , engage with Older mature members of US society who are not a a "special James bond mission"


It would be better if it is Native Americans who are represented out of 5 allowed visas

Total Visa Allowed : 5

  • 2- Visas for Black Americans age 55-60 year old embassy members
  • 2 - Visas for Native Americans age 55-60 year old embassy members
  • 1 - Visa for Spanish or other race from USA
Allowed bags into Pakistan : 2 small bags for clothes and personal belongings

Total : 5 Visas for Embassy must stay in metro area assigned

Police members allowed for security 2 police guards


Permitted to do following things in Pakistan:

a) Attend cultural shows , singing concerts , folk dance
b) Attend birth day parties or general parties organized by Pakistanis
c) Good will discussions on matters of mutual interest
d) Growing a tree campaign or opening school ceremony

Don't remember a time when US president visited Pakistan in last 30 years , embassy size should reflect it now

This is nothing but a childish response. Issues must be dealt with diplomatically. Rather than silly tit for tat. What if US decides to add Pakistan to the banned country list..think about aspirants who wanna go for higher education,jobs.
Keeping all eggs in one basket is a stupid move...that's exactly what Pakistan is doing with china!
 
2 stories is plenty of space, if they keep insisting then we should allow them 3 but shut down their consulates in Karachi, Peshawar, and Lahore.

Its ridiculous how much they have been granted already, their covert activities in Pakistan must end now.

Sure. Great idea. I'm sure Pakistan Embassy in Washington DC can probably operate with 4-5 people too. I'm sure the babus at FO will be happy at this prospect. :crazy:
 
I doubt the US needs another embassy just to spy on Pakistan.They have enough assets already
