Last we heard Pakistan kept going to UN on Kashmir despite a bilateral agreement called Shimla. Will it change the hypocrisy of Pakistan? I dint think so.

A no-first-use policy is the issue and not a ban on nuclear testing which is purely hypothetical. Today, neither India nor Pakistan are in a position to test nukes in the present geopolitical environment. If you do you'll be screwed as you would become a pariah state with sanctions that would bleed you to death! So nuke testing is passé. It's never going to happen.
So what Sartaj Aziz is suggesting is absolute rubbish. He's a past master in spewing baloney at the drop of a hat! He's > 80 and needs to retire and take some much needed rest. As per medical research, a person loses more than half his brain cells after 80.
You say that nuke testing won't happen, but that's not really true and we both know it. India is getting to the point that it can do whatever the hell it wants, and no one will say a damn thing.

Nonsense.Lest we forget, it was entirely directed at the then overwhelming threat from the Chinese, an overwhelming threat that continues to be overwhelming, that dictated our policy of acquiring nuclear capability.
There is a strong and persistent theme in Pakistan, a matter that has gone into every Pakistani's genes by now, that seeks parity with India (read 'those abominable kaffirs, the Hindus'). Every reason, every logical argument goes by the board when this kicks in. And this is what compelled Pakistan to build the bomb for herself, nothing to do with security. Pakistan's rulers, and the deep state in general, knew very well the story of what had occurred in preceding years. There can have been no doubt in their minds about the priority of action on each occasion of conflict. The Pakistani man in the street might have thought the Indian bomb to be a threat; the Pakistani decision-makers could not have done that.
Lest we forget. While you are at it, read The Recessional. That embodies the spirit of Pakistan more than anything else I can suggest to you, and it does so in noble, flowing lines, that ennoble aggrandisement, aggression and clinical contempt for 'the other'.
While it is true, and I did mention this in my comment, that India's nukes are mainly aimed at China, it is intellectually dishonest to claim that they aren't a threat to Pakistan.
Much like comments by other members, it is filled with more emotion that ground reality.
