Pakistan Police:--A Fundamental Change In Operation & Structure

In order for a society to progress---it needs order in the society---it needs the imposition of the rule of law---and it needs its police force to work with full passion, resource and energy for the well being and benevolence of the community that it serves.

The police force should be localized. That means---a police personal where he is stationed will stay in that place for life. There will be no transfers in police force for any policeman or a police officer in case of displeasure by the politicians or govt officials.

The cities will have a police chief and he will come under the authority of the mayor of the city.

A separate police force based on the U S Marshall's would be started as well---. The Pakistan Marshalls would be a federal force which would come under the jurisdiction of the Pakistan Supreme Court and its subordinate courts---. The authority of the Marshalls would be above that of the local police force, the FIA or other agencies.

The local police force would be responsible for managing and maintaining the law and order situation and curb and control the crime in their localities and will be held accountable for any lawlessness.

A community going out of control and excessive lawlessness would result in the TERMINATION of the officer in charge and those working under him---which may result in legal proceedings against them from jail time to capital punishments.

Once terminated for criminal negligence from police force---they will not be eligible for re-hire in any other job related to police work.

The trained police force would be promoted thru the ranks. The fresh recruits would be living in the police barracks and a plan would be put in place to provide housing for those with families---.

To have an honest police force---the salaries and benefits for the police officers would be substantial.

It would be the objective of the management to recruit a police officer with a minimum education of 14 years---but preference given to 16 years of education. All police officers will start with the rank of a police officer and then progress further in the department.

The induction of police officers thru the public service commission would be stopped.

exactly ! A complete abolition of the British Indian collectorate system with a massive over hauling of the civil beaurucracy . Moreover conducting a direct election for the seat of the district mayor or at least restoring the Musharraf's era local bodies system without any assistant or deputy commissioners

sir Imo this rile should be relaxed as the bachelor degree programs with a 2 year time span are soon going to be phased out . I mean what's the purpose of offering police promotion courses if we keep insisting on the graduation level degree . There's another interesting thing about high school graduates that at this tender age a teenager could perfectly be institutionalized , moreover guys at this stage of life tends to outperform others . Their passion and will to the serve the homeland is way more than a graduate or master guy . Coz of the fact that the more you get educated , the more the scope of lofty economic oppurtunities widens , so consequentially you become more cautious abiut your well being -----------

think like a fresh high school graduate, for instance if I was shown a prospect when I got my intermediate degree/diploma that , hey mentee here's the deal ! Yiu serve yiu country in the blue uniform and we promise yiu to that you'd be given fair chances to rise up to the rank of a district police chief . I swear ,would have signed up for the police academy

Bring a new system from top to bottom to run the country. Otherwise it would be a useless practice.

Reforms are needed in every institution. As for Police specially Punjab Plus, through all the dirt in garbage bin and bring new blood and train them.

We don't have character building in our whole clerk producing, colonial era education system.

Good suggestions however few things which needs to be considered ... like democracy this police system is also for people having understanding of their rights ... in Pakistan rural areas this system could provide a legal way of all the injustice by the rich and powerfuls ... so we have to implement this system gradually first in the big cities and then create awareness and then start implementing on the smaller cities and villages ...

Once the judges have their own police force---the things will begin to change.

The courts / judges to be forced to pass verdict within 90 days maximum---.

No police officer to take Oath of allegiance to the Govt servant or his son. The only oath of allegiance would be to the state of Pakistan.

Any govt servant or his son asking / forcing new officers to take oath of allegiance would be summarily be executed ---their properties confiscated.

Any police officers taking oath of allegiance would be executed as well.

In the Islamic Republic Of pakistan---no individual shall either seek an oath of allegiance nor give an oath of allegiance to another person other than the Islamic Republic Of Pakistan.

For financial or other crimes---only those charged with the crime would talk or may talk about their innocence---.

Any other person talking about their innocence and denying the accusations on a consistent basis would be charged as an accessory to the crime---charged as aiding and abetting in " hiding a crime and hiding the facts---creating diversion ".

Those assisting others in hiding after they committed felony crimes---would be charged as accessory to murder---.

The place where I normally go for car wash has our area's police station as their neighbors. The police station and that area was separated by the boundary wall of police station, which fortunately fell during this monsoon season and we got to know what was inside .......... many stolen cars / vehicles which police had recovered were standing their rotting, when I asked the Sepoy on guard duty if police ever informs the owners ..... he said "O g jin ki garia hy wo khud a k pata kary police q btay unhay" ...........

When you add capital punishment to such criminal activity by police---things start to function very smooth.
