Pakistan not to expel Afghan refugees, says minister

ISLAMABAD : Pakistan will not force some 2 million Afghan refugees in the country to leave but encourages voluntary repatriation, a Pakistani cabinet minister said Monday, as the legal stay of around 1.4 million registered refugees in Pakistan will end on March 31.

Pakistan Minister for States and Frontier Regions Abdul Qadir Baloch told members of the Pak-Afghan Track II Dialogue in Islamabad that Pakistan is treating refugees issue purely on humanitarian grounds, separating it from the security or political domain.

Pakistan also hosts nearly 1 million unregistered Afghan refugees in the country, whose documentation is currently underway across the country.

On January 31, the Pakistani cabinet extended the stay of the registered Afghan refugees in the country for 60 days.

“The refugees have nothing to do with security situation. Also there is no serious law and order issue or conflict witnessed between the local communities in Pakistan and Afghan refugees,” the minister said as Pakistani leaders routinely cite the longer stay of refugees as one of the security issues.

The minister said Pakistan is working in close coordination with the UN refugee agency and the Afghan Embassy to deal with the refugees’ dignified return.

Afghan delegates at the track II initiative “Beyond Boundaries” earlier said the Afghan government will not be able to accommodate millions of refugees if they are forced to leave Pakistan.

“We also dealt with it as our international responsibility. The educational and health facilities in Pakistan were available to the Afghan refugees. I am glad to find out that 50,000 people educated in Pakistan are serving in Afghanistan presently,” he said.

For many Afghan refugees ‘home’ is an unfamiliar land

The UNHCR representative Ruven Menikdiwela told the participants that the refugee agency is “encouraging voluntary return of Afghan refugees and support Pakistan’s idea that those who want to stay in Pakistan should get Afghan passports first and then stay there (in Pakistan) with a valid visa.”

“Pakistan has been providing access to schools and hospitals which is an in-kind contribution,” she said, adding that “we cannot vouch for every individual refugee. We say if there are bad guys, deal with them according to law but don’t bracket every one with terrorists.”

“We would request the Pakistani government to give all stakeholders sufficient time ahead to prepare for implementation of repatriation plans. The Afghan government should prioritize building capacity of authorities in Kabul for issuing passports if it is ready to launch its resettlement program for the returning refugees,” said the UN refugee agency representative.

One million Unregistered must be Pakistan first target to send back. For register, we have to thing about them later. We must send them back in one month

Afghan refugees will have to go, there is no option for them at all. This is in the best interest of Pakistan & its security.

They arent 2 million they are 8 million plus he is saying they arent a security risk is he in his semses. Who has appointed him a minister, he got a fat cheque to say all this and prevent kicking out process. Nawaz gov is trying to do everything that goes against states benefit.

Army is also sitting silent on this issue

I know but if gov is going to go destruction route for coutnry then army must do something tho its not their job but army had to step in in lot of situations in past due to absurd gov they must do it again also allowing these refugees to sit in coutnry is also akin to nullifying armys efforts in cleaning up terrorism in northern region

Plus qamar bajwa had said in recent german conference that afghan refugees repatriation is inevitable.

Pakistan needs to work with the Afghans.

There is more chance of Pakistan working with Indians then Afghans.

It was the vision of Zia to bring Afghan immigrants to change demographics of Pakistani areas that was considered anti Mullah. Just look at Karachi, the city is surrounded by Afghan slums which host terrorists, drug and weapons smugglers. Before the arrival of Afghan immigrants of Karachi, most Karachites hadn't seen a firearm. These Afghans also sold guns to both the MQM Altaf and Afaq factions during late 80s & 90.

Okay If these refugees are not going back the Afghan occupying forces should provide funds for these refugees.

It doesn't work like that.

The ministers will get cash in hand, NATO will do as they please and Pakistani public will just have to deal with the problems it creates.

Its you the people that now have to force this through. If the people want it bad enough the ministers will have to do it.

Afghans have corrupted society to this dirty toxic jihadi violent mess and trust me on this you keep them in your country 10 years, 20 years down the line when they are known as "Pakistani" they will revolt and cause a civil war. You have to kick them out to protect future of Pakistan because all these ministers care about is their pockets.

I am so certain this will happen and that is why certain countries are insisting to keep them there to create ISIS 4.0. They will use them to dismember you. If they are not kicked out by 2020 I will raise a private army myself and ethnically cleanse them from the country its that essential they are cleared.

Didnt their used to happens riots between local pushtoons and mohajir community in karachi much before zia during bhutto reign? Afghan refugees came much later , local pushtoon population was always there in karachi and both mohajir ppl and pushtoons used to have kuttay billi ka bair sort of thing.

We should see this issue objectively and humanly, beyond sectarian bias.
Afghans historically lived on both sides of the border. This is why border was only on map.
As far refugees are concerned, those who were born in Pakistan must stay here, for them Peshawar is home !
We should avoid pushing them into Indian lap, most of Afghan refugees have relatives working in middle-east and Europe, they send back remittance, spend money in Pakistan, buy property, pay local taxes.
Until NADRA emerged, registration of Pakistani nationals was never fully complete and transparent.
Actually those refugees who got registered upon arrival, failed to get local ID and those who were unregistered and came after Indo/American occupation of Afghanistan, were served Pakistani ID by the Shia regime of Asif Ali Zardari and most likely those are the black sheep.

Every decade the leadership makes the same dumb mistakes and 15 years later they make speeches on how the past leaders messed things up and they are going to correct it.

There is a reason why Europe and US refuse to take in Afghans and are deporting them. They are not fit for purpose, they are vermin that need to be exterminated or kept caged in Afghanistan.

Were these immigrants not poor? If so how did they get a hold of firearms.
