It is late already but at least not too late. Your airbases are open for a surprise attack from high altitude without sam protection.
Eventhough a moving platform carrier groups rely on long range high altitude sam platforms like aegis to protect the ships rather than the planes like f16s.


Having said that there are vulnurabilities of the sam system but can be compensated without much cost.
Talking about high altitude systems with powerful radars of 100s kms range it is rather difficult to use to hide the radar signal signature but lpi techniques are developing like frequency hopping,scan pattern,modulation,pulse compression,beam forming and similar measures.

-Decoys can be used but the ones in the market are generally to lure the missile seeker away for old anti radar missiles. If radar location is already compromised there is no need for the seeker they can attack with ins from far enough. So decoys should provide many fake targets emulating the tracking of the real radar turning their dishes and transmit towards the target guided by the real radar itself. Power and expensive parts can be stationed into a seperate vehicle positioned away to reduce costs of losing the radar decoys.

We all know Money is the issue.otherwise we would have ordered them back in 2010 or even earlier.

Sorry money wasn't was the issue before 2008, when Pakistan , was at least 10 times better then today ?
The reality is , we learn only when we get bitten , after OBL incident our decade old military mind set , tried its best to waste money on making a medium range anti-aircraft missile ?
But just back in 2013 , they realise that its far more easy to buy it ?
Then they came to conclusion , now they will waste a year or so , going back & forth on the issue ?

SUPARCO, NESCOM and KRL-GIDS can easily build them or even better ones locally with Sensor from EU and China that can be further modified locally and also be produced in house..... should think again.

It needs at east 7 to 10 years of research , & lots of experimentation ?
Its will be too costly , as a project !
& will not be at any advantage , in our short term & medium term needs ?
We should buy & secure first , then we can have a project , which can go as long as it can reach a successful objective .
But yes ,, you are right , we need it , we should have worked it out ,, or we must start working on it .
