Pakistan needs to focus on human rights: EU

The GSP+ scheme is designed to help developing countries assume the special burdens and responsibilities resulting from the ratification of 27 core international conventions on human and labour rights, environmental protection and good governance as well as from the effective implementation thereof.

I do not think all low income countries are eligible for GSP+

No one gives a damn about human rights, if you can make money.

And, the nature of human rights problems in the EU are different from other countries, it is far better and people do get punished because there is rule of law.
But, it doesn't mean there are no grave problems, the problems do exist, it would be blind to suggest there are no problems.

Member states in the EU are on the verge of dictatorship, close allies of EU have massive human rights issues far worse then anything in Pakistan.

So, before preaching others, its good to review, otherwise you come across as hypocrites.

Bangladesh the richest man of south asia as they claim are in EBA
the mighty supa pawa of south asia india is in GSP
the poor man of south asia pakistan is in GSP+ and getting more benefits

EBA
Everything but Arms (EBA) is an initiative of the European Union under which all imports to the EU from the Least Developed Countries are duty-free and quota-free, with the exception of armaments.

GSP
EU’s GSP removes import duties from products coming into the EU market from vulnerable developing countries. This helps developing countries to alleviate poverty and create jobs based on international values and principles, including labour and human rights.

GSP+
The EU's Generalised Scheme of Preferences Plus ( GSP +) gives developing countries a special incentive to pursue sustainable development and good governance. In return, the EU cuts its import duties to zero on more than two thirds of the tariff lines of their exports. Expiry: The current GSP + is valid until 2023.

I think Pakistan was enticed with GSP+ to improve religious freedom, rights of workers to organize themselves and give space to environmental groups

Eamon Gilmore pointed to the criteria for compliance with GSP+ conventions that span across human rights, labour rights, environment and good governance​



ISLAMABAD: The European Union's Special Representative for Human Rights, Eamon Gilmore, who just wrapped up his visit to Islamabad has pointed out that there are still three areas where the government needs to focus upon. He, however, praised Pakistan for taking some forward steps while making new laws.

Gilmore's advice to the Pakistan government comes at a time when the EU will decide about extending the (GSP+) status for 2024 to Pakistan after reviewing the country's two-year performance report on exports for the years 2020 and 2021.

GSP is an entrenched trade and development policy instrument, in place since 1971. Pakistan is the major recipient of the GSP scheme for the last seven years. Under this status, set to expire on Dec 31, 2023, there is zero per cent duty on several products.

Under the current GSP+ system, the EU continues monitoring the progress made by the beneficiary countries on effective implementation of 27 international conventions on human rights, labour rights, environmental protection and good governance.

According to the European Union office in Islamabad, Gilmore pointed to labour rights in which he said women earn less than minimum wage in the textiles industry, a sector that heavily benefits from the GSP+ programme. "Women earn less than child labour and bonded labour, which possibly increased owing to the pandemic, must be addressed immediately," said the EU.

In the area of education, Gilmore said that a large number of children are out-of-school and are being placed in a cycle of disadvantage while the society misses the untapped potential of skilled and engaged citizens.

Most important for policymakers in Islamabad, Gilmore pointed to the criteria for compliance with Generalised Scheme of Preferences Plus (GSP+] conventions that span across human rights, labour rights, environment and good governance.

It was in his public talk at the Islamabad Institute of Strategic Studies that Gilmore, while highlighting the centrality of human rights in EU foreign policy and underlining that EU engages globally on the basis of partnership and respect for human rights values, said, "Human rights don't belong to any state but to people everywhere in every country."

In Lahore, Gilmore also discussed labour rights and human rights related issues with the business representatives and civil society organisations. He recognised the progress made with the introduction of new laws, including the Anti-Rape Law, Anti-Torture Law, Anti-Harassment at Workplace Law, Journalist Protection Bill, significant reform on the death penalty and no execution for the last two years and inheritance provisions for women, but urged the Pakistan government to continue the implementation of laws to make real progress for everyone in society.

During the tour, Gilmore held wide-ranging meeting with the Pakistan government officials, civil society representatives, human rights activists, religious minority representatives and media workers in Islamabad and Lahore. This year marks the 60th anniversary of diplomatic relations between the European Union and Pakistan.

What the EU is asking is something we should be doing on our own anyway. We need the special EU trade status to continue, especially with our faltering economy.
We need to cut deals with any and every country in the world to promote our trade. I don't see the zeal to promote commerce like there is no tomorrow. On the other hand banyas leave no stones unturned to make bucks. May be we ought to emulate them in commerce.

Pakistan and all of South Asia must focus on human rights. Lynching for religious, political, or any reason is a symptom of the lack of respect for human life in the socioculture.

yes india did not quilify for GSP+ because of human rights /minorities rights / frequently riots /kashmiris killings and so on . not because of you have 1850 $ per capita you are so rich people

1. LDC countries get a direct entry into GSP+ , like Bangladesh. BD might have a better gdp per capita now but it's still classified as LDC.
2. European countries have tied the gsp+ to a variety of factors including the quantum of trade , means exports basically.
India with 60 b usd of exports to Europe, does not meet the non objective criterias.
USA used exactly the same argument to totally remove India from gsp itself , forget gsp+.
3. incase of Pakistan, its low export base is the real reason for being in gsp+ . Human rights etc are just eyewash to incentivize or pressurize.

International trade is mostly politics after a country reaches a certain level of world trade.
China was a gsp country like India till dec 21.

By that logic Pakistan has no HR issues as millions of migrants from Afghanistan don’t see it that way.
Migrants coming or leaving has nothing to do with HR issues. People may just be escaping catastrophe or extreme poverty and making tough choices.

zero tariffs as a LDC, so same as GSP+.
