The Indian Armed forces dont have the full capacity to overwhelm Pakistan.

What an ambiguous statement. They need to be precise on what "overwhelm" means. What will war will look with Pakistan? What's the objective? And can there be any war with Pakistan that will not include tactical nuclear weapons?

Conventionally indian military cannot damage pak military's capability to extent that it is unable to hit back (neutralize in military terms)

Pravin S. had to use his words carefully. He is already hounded by jingoistic elements inside India for even suggesting that Pakistan is not a cake walk for India. So he used 'overwhelm' carefully, implying that, yes, India can 'win' against Pakistan but that won't a total victory. If he was living in a more tolerant society, he would have outright admitted that India cannot defeat Pakistan even in a conventional war. Musharraf has often said that, for a defensive war, Pakistan only needs 1/3rd of India's resources to counter an aggressive war from India.

The military planners on both sides know the exact reality of a war between the two countries. Suffice to say: India launched the Balakot strike in Feb. 2019 in dark while Pakistan replied back in broad day light.
