The Romanian Air Force is very week. The Norwegian F-16's would still time to arrive, may be they are looking for some JF-17's, still the aircraft is powered by a Russian engine. This could change with a western one on the request.
The first F16's will arrive this year,with the rest in 2017 (12 in total).The deal for another 12-16 will be completed in 2017 according to our MoD.By 2020 another 24-28 will be added to replace the remaining Mig 21's and there's talk about the F35.
A few days ago they released their priorities:
-modernising our 2 type 22 frigates
-270 "new" tanks
-second squadron of F16's
-40 new self propelled howitzers
-4 multirole corvettes
-54 systems for 150 km artillery rockets
-600 8x8 new APC's
-new short,medium and long range AA systems
All of this has a secondary target of reviving local Defence industry which was severely depleted after 1990,by integrating the aquisitions with local production.
with the mention that the tanks could be delayed to the 2020-2025 time table if funds are not available and this time should be used to find a partner to build them locally
As you can see,the list is pretty long and there are trucks,IFV's,helicopters to be added.For the last,I suspect the Super Puma will be chosen as Airbus will be building them locally.
The only enemy of Romania is Russia and we can't defeat them on our own ,no matter how much we invest in the Army.However,we should try to offer a minimum detterence or build enough capabilities to hold our ground for a period of time untill NATO help arrives.
