No way to move an STATIONARY air base, only thing would be to take off planes but I doubt all could take off. And where would they land if all airbases within range are destroyed?

Don't underestimate your enemy, India currently in the process of eliminating those problems buy long range BVR comparable to our AIM-120 C-5/SD-10A, improving its SAMs's structure etc etc
