Re-routing all of it through Dubai will have minimal impact given the direct border based trade is even smaller (maybe about 2 billion in total). Pakistan will just promote some inflation with the move, but its effective trade deficit with India will continue via Dubai.

The Karachi trade cartels will also benefit from greater exclusivity with the Dubai - India trade network.

All this hurts Pakistan consumer, benefits a few people dispersed around the region with minimal effect on Indian businesses and economy.
