ISLAMABAD:
Despite lacking the required facilities, Pakistan has finally adopted the international safety standard regulations to ensure that the vehicles being manufactured/assembled in the country meet the global standard.

According to documents available with this scribe, Pakistan has ratified the United Nations treaty on “Adoption of Harmonized Technical Nations Regulations for Wheeled Vehicles, Equipment and Parts which can be fitted and/or used on Wheeled Vehicles and the Conditions for Reciprocal Recognition of Approvals Granted on the Basis of these UN Regulations, adopted at Geneva on 20 March 1958”.

The agreement was entered into force for Pakistan on April 24, 2020, in accordance with Article 7 (3) of the agreement.

As per the documents, the Pakistani Mission in New York had informed the Ministry of Foreign Affairs (MoFA) about the country’s accession to the agreement, following which the MoFA on June 18 informed the Ministry of Industries and Production about the development.


It may be noted that the UN Economic Commission for Europe (UNECE) World Forum for Harmonization of Vehicle Regulations (WP.29) is a unique worldwide regulatory forum within the institutional framework of the UNECE Inland Transport Committee. Three UN agreements, adopted in 1958, 1997 and 1998, provide the legal framework allowing contracting parties (member countries) to attend the WP.29 sessions to establish regulatory instruments concerning motor vehicles and motor vehicle equipment.

Earlier, the government had noticed that various models in Pakistan were not at par with international standards mainly due to the absence of regulatory framework in the country. To address this issue, it envisioned an Auto Development Policy (ADP) 2016-21, with the adoption of UNECE’s WP.29 Regulations.

According to an official of the Engineering Development Board (EDB), the WP.29 Regulations have been adopted and the Ministry of Industries and Production (MoIP) and other stakeholders were in talks to implement the international standards.

But insiders said there was a tug of war between the Ministry of Science and Technology and MoIP over the implementation of the regulations.

EDB, an attached department of MoIP, wanted to take the affairs into its control while on the other hand, PSQCA, a department of Ministry of Science and Technology, wished to hold the power of enforcing standards despite the fact that both the organizations lack facilities like labs, testing centres etc.

According to officials, PSQCA has a legislative mandate to develop standards to which manufacturers must conform and certify compliance. At present, no authority/department was monitoring implementation of locally manufactured car standards as these were not on PSQCA’s mandatory list.

However, once the standards were developed and notified, PSQCA could ensure implementation of the said standards in cars manufactured locally.

In the absence of monitoring of vehicles by any regulatory body, the local manufacturers of cars/vehicles were being criticized for producing low standard/quality vehicles against comparatively costlier rates in the region.

“Although the government has entered into the international agreement to ensure the production of international standard vehicles, the implementation of the regulations could be a big challenge for the regulators as well as the manufactures,” said an official on the condition of anonymity.

It took light years, but let's see how this translates on the ground.

I have never understood one thing with regards to Pakistan. Why is it that something which is an international standard and norm, considered nearly impossible in Pakistan? Why is there always a pessimistic undertone to adopting best practices? Even in this news article I can sense pessimism. One ministry pulling the leg of another ministry etc. Why can't the government and concerned authorities just learn from international best practices and apply them without fuss? Why does this have to be such a problematic and tedious process?

Corruption. Car mafia. The whole auto sector is a racket which ~

  • prevents customers from purchasing vehicles from abroad
  • by introducing import duties that take foreign made cars out of the reach of most buyers
  • leading to a 200 million hostage car market
  • which then is given one option
  • buy locally made junk at high prices

the bottom line being making lots of money for the car mafia with the least amount of effort.

That roughly translated into 30k $.

For that price you an get an accord, camry, Altima, rav4, crv, rogue etc

Pakistan desperately need local manufacturers.

Nothing. It has encouraged it for decades. The problem is like other mafias in Pakistan [all running their own racket gouging some part of the economy] over the decades they have become filthy rich and have developed tentacles that spread everywhere. They have reach in all political parties and influence on all institutions. Thus governments can come and go but they keep raping the Pakistani consumer.

PMIK came with good intentions but his victory rests on a thin majority and even then that majority has many from those rackets. People like Dawood, Makhdoom, Tareen etc. Given this harsh reality I doubt PMIK can bring root and branch change. His majority in parliament only offers a chance to trim here and there. No drastic surgery. The election victory in 2018 did not give PMIK a giant, sharp scalp to clean everything.

Only hope is next elections give a strong mandate to PMIK or ideally Pakistan gets presidential system where the executive has the power to sort the mess in Pakistan. In the meantime all we will get is the problem trying to sort they problem [itself] which will lead to nowhere. This is my take.

It's quite telling that we used to have Nissan, Hyundai and Kia in the 90s and 2000s. Ahista ahista karke jo tha woh bhi bhaga diya.

I have been telling this for ages which most Pakistanis don't understand. They just need cheap petrol and country to go bankrupt or in deep debts.

its a fking joke.
Think about Japan ~

  • they have no iron ore
  • they have no coal
  • they have no oil
  • they have non of the raw matarials that go into making a car
  • all inputs like iron, rubber etc that goes into making car is imported
  • their labour rates are 10 times if not higher than Pakistan
Given these facts Pakistan should be able to make cars at half price as Japan but with same quality. The reality is other way around. How fcuk does that happen? Well same way I can catch a plane from London to New York on Virgin Airlines for less than £400 -

  • plane will be brand new
  • plane will impeccably clean
  • plane will be flown by flight crew and serivice staff that cost 10 times more than in Pakistan
yet the same distance from London to Islamabad by PIA is over £600 and you get to fly on old junk planes with terrible service. The exact disease is prevalent in most of the Pakistani economy which has become hostage to monopolies, mafias and their rackets.

I follow him on Twitter he predicted ruppee to appreciate and it came down to 154 (before corona), he also predicted fuel shortage when prices were reduced and it came true. A couple of days ago he again predicted ruppee appreciation hope it comes true. We should let the real experts speak on topics, leken yahan tu har koi economist betha hai.

PTI should never have made a Coalition Government now they will clean all this mess at the cost of their support and Ignorant masses will bring those who brought us to this point again in power unless PTI Improves Governance and goes hard against every corrupt element both within and outside the Party the next election is gone.

first they should implement such standards for PIA and railway which have earned bad reputation due to severe accidents resulting from negligence,vehicles come much later
