Pakistan eyes US frigate as Congress debates transfer bill

Another terrible deal - these transactions are bad for the U.S and bad Pakistan.

Pakistan hope to be persuasive arguing that they are serious and of strategic value - just how serious is obvious and of strategic value? to whom? Or is it an argument based on nuissance value??

Pakistan can help itself by actually being a country, by actually having a functional government that delivers the dignity the people of Pakistan deserve, instead of humiliating them with it's begging bowl.

WASHINGTON, Oct 18: Pakistan is receiving a multi-purpose frigate from the United States as a major non-Nato ally that allows it to receive excess defence articles from the US forces.

On Friday, President George W. Bush signed an order enabling Pakistan to receive the frigate called USS McInerney. The US Congress had already approved the transfer on Sept 27.

Since it is a 32-year-old warship, Pakistan has requested a major refurbishing at a cost of $65 million.

The overhauling includes fitting an anti-submarine missile system, modern guns and other weapons.

Although equipment received under the EDA or excess defence article arrangement are free, Pakistan will have to bear the expenses for the refurbishing.

The Pakistan Navy will receive the frigate on Aug 20, 2010.

Pakistan became a major non-Nato ally in June 2004, which allows it to receive excess defence articles from the US military but there was a strong opposition to the proposed transfer of USS McInerney on Capitol Hill, forcing the Pakistan Embassy to launch a major lobbying effort to get congressional approval.

The embassy feared that the proposal could be deferred to the next Congress, which could have delayed the transfer by at least another year.

Excess defence articles are weapons and equipment no longer needed by the US military. Under the Foreign Assistance Act of 1961 and the Arms Export Control Act, such articles can be offered to foreign governments or international organisations in support of US national security and foreign policy objectives.

US 'approves' transfer of frigate to Pakistan

The US government has approved legislation that will provide Pakistan's navy with a former US Navy (USN) frigate, according to the government-operated national news agency of Pakistan.

The agency said that the Pakistan embassy in Washington, DC, was notified of the approval of the bill - the Naval Vessels Transfer Act 2008 - on 17 October.

The Oliver Hazard Perry-class frigate will be refurbished in the United States at a cost of USD65 million and will be delivered to Pakistan in August 2010, according to the agency.

A Pakistan embassy official was quoted as saying that the vessel will be used to enhance the navy's ability to monitor territorial waters.

The bill, which allows retired USN vessels to be transferred overseas, is also expected to see Chile, Greece and Peru receive former USN ships.

SALAM, i heard that news on GEO that we r getin frigate from U.S and it will be upgraded with an amount of $65 million and capable using antisubmarine weapons. But my real ques is how many coz if u read the Navy portion on defence.pk it shows that PN requested 6 of them atleast and they r acuiring 4 F-22P with 1 F-22P would be build in PAK. I think that if U.S allowed 2 buy another 4-6 of these may be by 2014 ten it would be great 4 PN 2 not induct any of the corvettes(which may be 2000 tons class) and place F-22P(which is the same 2400 tons class) in that position so that they could save money coz i think the frigates r 4 free and the money 4 upgradation is paid by EDA which is $65million per peice and also PN has given some suggestion on upgradation i would like that if they do tings like more automation with weapons it will be great and most importantly AZI-PODS(if U.S couldn't then it would be done through RUSSIA which has container ship fitted with it only 1 AZI-POD) 2 of them in-line so it would be fuel efficient as well as manure-able.It could get stealth features by covering the whole outer haul of ship with carbon-fibre layers the DECK,BEAMS OF ANTEENA & SENSORS as well as OUTER HAUL and introduce a BAO(WHERE SONAR COULD BE PLACED) and also cover the under water surface of ship with rubber tiles like on U-BOATS.

50 50 if we will be declined i think we buy some frigates from france or germany options are very opened for pn why they are waitting too long
