Yes. There are two parts to your argument.

Firstly, yes there is nothing wrong with letting people settle outside. But the basic economic principle is that goods/people flow to where there are high returns. Now China, India and the rest have improved a lot w.r.t to ease of doing business indicators (and other such indicators) which has led to an upsurge in FDI from both internationals and respective expats. Moreover, there is good indication of slow but gradual influx of technical people to this countries. This is not the case as far as we are concerned. In Pakistan, most of the remittances fall under household related expense rather than investment. Whose fault is it then? Expats or the govts?

Secondly, I am not so sure if we can use the blanket application of the notion of becoming 'more loyal to islamist causes.' I dont disagree with you completely but its a very complicated topic. Nonetheless, the rate with which we produce radicalism at home is much higher than the contribution from the expats. The Saudi funded narratives of wahabi-Jihad against the fellow citizens under various pretexts has more to do with the govt not doing anything about it (and sometimes encouraging it), in my view.
