کتنی تبدیل ہوگئی تبدیلی

کوئی کچھ بھی کہے خیبر پختون خوا تبدیل تو ہوا ہے،آج کے اور پانچ سال پہلے کے پشاور میں زمین اور مریخ جتنا فرق ہے۔پانچ سال پہلے عمران خان نے وعدہ کیا تھا کہ وہ پشاور کو یورپی ممالک کے شہروں کے ہم پلہ بنا دیں گے۔ہوا بھی یہی آج پشاور دوسری جنگ عظیم میں تباہ و برباد ہونے والے یورپی شہروں برلن اور واسا کا منظر پیش کررہا ہے۔


آزادی کے وقت صوبہ سرحد وہ واحد یونٹ تھا جو نہ تو پنجاب اور بنگال کی طرح مذہبی بنیادوں پر تقسیم ہوا تھا اور نہ ہی سندھ اور بلوچستان کی شاہی جرگے کے فیصلے یا صوبائی اسمبلی کی قرارداد کی وجہ سے پاکستان کے ساتھ الحاق میں آیا۔صوبے کی عوام نے ریفرنڈم میں اپنے ووٹ کی طاقت سے پاکستان میں شامل ہونے کا فیصلہ کیا۔

شاید اسی جمہوریت پسندی کی سزا اس صوبہ کے عوام کو یوں دی گئی کہ پچھلے ستر سالوں سے پاکستان کی سیاسی لیبارٹری میں تیار ہونے والی ہر نئی دوا کا ٹسٹ اس صوبے کے عوام پر کیا جاتا ہے۔پانچ سال پہلے جس دوا کی کوالٹی ٹسٹنگ کی گئی اسکے سائیڈ افکٹس نے تو اس مریض کی حالت کو مزید ابتر کردیا۔مگر ہمارا سوشل اور مین سٹریم میڈیا دوا ساز کمپنی کی بدنامی کے ڈر سے اس دوا کی کارکردگی کے کسی منفی پہلو کو دیگر پاکستان کے لوگوں کو بتانے سے کترا رہا ہے۔عمران خان صاحب کے ایسے دل فریب انٹرویو کئے جاتے ہیں کہ بس،کل ہی موصوف ایک ٹی وی چینل پر تقریر فرما رہے تھے ،انہوں نے خیبر پختون خوا اور پشاور کی ایسی خوبصورت تصویر کشی کی میں اپنا سامان باندھ کرپشاور منتقل ہونے کی تیاری کرنے لگا پھر مجھے یاد آیا کہ میں تو پشاور میں ہی رہتا ہوں۔لگتا ہے خان صاحب پیرس کو پیار سے پشاور کہتے ہیں کیونکہ پشاور تو وہ نہیں رہا جو خان صاحب فرما رہے تھے۔

خان صاحب جو لاہور کراچی میں جلسوں سے خطاب کرتے ہیں تواپنی خیبر پختون خوا حکومت کے صحت اور تعلیم کے شعبوں سے متعلق بہت بڑے دعوے کرتے ہیں۔میرا چیلنج ہے کہ یہی دعوے وہ پشاور میں کسی جلسے میں کھڑے ہوکر کردیں۔کے پی کے کے وزیر تعلیم عاطف خان صاحب ہے ان کا دعوی ہے کہ انہوں نے سرکاری سکولوں کی حالت اتنی اچھی کردی ہے ایک لاکھ 25 ہزرا بچے پرائیوٹ سکول چھوڑ کر سرکاری سکولوں میں داخل ہوئے ہیں۔میرا چیلنج ہے کہ ایک لاکھ 25 ہزار نہیں صرف دس ہزار بچوں کے نام اور سکولوں کے نام اپنی وزارت کی ویب سائت پر ڈال دیں۔اور لگے ہاتھوں یہ بھی بتادے کہ ان کے اپنے بچے مردان کے کس عظیم گورنمنٹ سکول میں زیر تعلیم ہے۔ویسے بھی میٹرک کے حالیہ دنوں میں آنے والے نتائج نے ان کے دعوں کی قلعی کھول دی ہے 59 ہزار طلبا اور طالبات ناکام اور بیس پوزیشنوں میں سے کوئی ایک پوزیشن بھی کسی سرکاری سکول کے بچے نے نہیں لی۔پانچ سالوں میں کتنی یونیورسٹیاں صوبے میں قائم کی گئی ہیں اس کی تعداد ہمیں نہیں تو خان صاحب کو بتادے۔ان کو ہر سچ مچ کے انٹرویو میں اس سوال پر شرمندگی کا مظاہرہ کرنا پڑتا ہے۔

صحت کے شعبے کی حالت کا انداہ اس لطیفے نما حقیقت سے لگا لیں کہ صوبہ کے وزیر صحت ہے شہرام ترکئی۔موصوف کے والد پاکستان کی سب سے بڑی سگریٹ ساز فیکٹری کے مالک ہے۔یعنی والد صاحب کی فیکٹری میں بنی سگریٹ پی کر جو لوگ بیمار پڑتے ہیں۔ان کا علاج ان کا فرزند عوام کے ٹیکسوں سے چلنے والے ہسپتالوں میں کرتے ہیں۔عمران خان صاحب اور کچھ نہ کرتے صرف وزیر صحت کی فیکٹری ہی بند کردیتے تو شاید انکو پشاور میں شوکت خانم ہسپتال بنانے کی ضرورت ہی نہ پڑتی۔دنیا کے کسی بھی ملک میں کوئی وزیر صحت اتنی صحت مند مشعیت سے وابستہ ہو علم میں اضافہ ضرور کیجئے گا۔میر تقی میر زندہ ہوتے تو اپنے اس شعر کی تعبیر دیکھ کر کتنے خوش ہوتے

صوبے میں کتنے نئے ہسپتال بنے ہیں اس کی تعداد کا خود وزیر صاحب کو نہیں پتا تو عمران خان کو کیا پتا ہونا ہے۔ہاں سنا ہے کہ وزیر صاحب کے والد نوشہرہ میں ایک نئی سگریٹ کی فیکٹری ضرورلگارہے ہیں۔یہ ہوا صحت کا انصاف۔

ہمارے وزیراعلی بھی بہت اعلی انسان ہیں۔جب پانچ سال گزرنے کے بعدعوامی فلاح کا کوئی منصوبہ کامیابی کی صورت نہ دیکھ سکا تو ان کو ایک دن اچانک یاد آیا کچھ بھی کرو عوام کبھی خوش نہیں ہوتی۔کیونکہ ناں اپنا دست شفقت جانوروں پر رکھا جائے۔حکومت کے آخری چند مہینوں میں جلدی میں پشاور میں ایک چڑیا گھر تعمیر کرنے کا حکم دیا گیا۔پوری دنیا سے کڑوروں روپے خرچ کرکے نایاب جانور درآمد کئے گئے۔لیکن بیوروکریسی خٹک صاحب کو یہ بتانا بھول گئی کہ دس پسندیوں پنجروں کا نام چڑیا گھر نہیں ہوتا اس کو چلانا باقاعدہ ایک سائنس ہے۔نتیجہ یہ نکلا کہ اب تک 300 قمیتی پرندے اور جانورجن میں تین نایاب نسل کے شیر بھی شامل ہیں خٹک صاحب کی وژنری شخصیت کی تاب نہ لاتے ہوئے وفات پاچکے ہیں۔ویسے حالات اتنے بھی برے نہیں ہیں دو تین شیر ابھی بھی زندہ ہیں لیکن اتنے لاغر ہوچکے ہیں کہ پشاور کے موٹے چوہے آئے روز انکو بھتے کی پرچیاں تھما کرچلے جاتے ہیں۔دنیا کے کسی دوسرے چڑیا گھرمیں غلطی سے کوئی بچہ شیر کے پنجرے میں چلا جائے تو اسکا زندہ آنا نامکمن ہے۔پشاور کے چڑیا گھر میں بچہ پنجرے میں جاکر ایک دو لگا کر آرام سے واپس باہر آجاتا ہے۔افسوس اس بات کا ہے جو مقام،رتبہ اور حیثیت عمران خان کے کتے شیرو کو بنی گالہ میں حاصل ہے اسکا دس فیصد بھی ان شیروں کو حاصل ہوجاتا تو آج وہ زندہ ہوتے ہیں۔

عمران خان کی بات کی طرح روزبدلتا اور مہنگا ہوتا پشاور میٹروبس کا منصوبہ ہویا بلین ٹری کے جناتی درخت ہوں جو صرف سنائی دیتے ہیں دکھائی نہیں دیتے۔کرپشن ختم کرنے کے جھوٹے دعوے ہوں یا تقربیا ختم ہوتا انفرسٹکچر ہم کس کس کو روئے،نااہلی اور بیڈ گورننس کی ایک لمبی داستان ہے۔

مشفی ہم تو یہ سمجھے تھے کہ ہوگا کوئی زخم

غصہ اس وقت قابو سے باہر ہوجاتا ہے جب لاہور،کراچی،لندن اور نیویارک میں بیٹھےلوگ ہمیں یہ یقین دلانے کی کوشش کررہے ہوتے ہیں کہ کے پی کے ترقی کے لحاظ سے یورپ کو بھی پیچھے چھوڑگیا،ان سے میری التجا ہے کہ ہوسکتا ہے ان کی بات ٹھیک ہوہم ہی غلط ہوں۔برائے مہربانی کرے لاہور اور لندن سے پشاور منتقل ہوجائے ہم اپنی آنکھوں کا علاج کروانے کراچی چلے جائے گئے۔

پشاور کا شہری ہونے کے ناطے میں جب بھی لاہور،کراچی یا اسلام آباد جاتا ہوں تو شدید احساس کمتری کا شکار ہوجاتا ہوں۔ملک کے تمام شہریوں کو ترقی کے یکساں مواقع ملنے چاہئے۔25 جولائی کو الیکشن آرہاہے۔میری سندھ اور خصوصا پنجاب کے لوگوں سے التجا ہے کہ وہ تحریک انصاف کوووٹ دے کر پنجاب اور سندھ میں حکومت بنانے کا موقع دے۔زرا آپ بھی اپنے شہروں میں تبدیلی لائیں یا ساری تبدیلیوں کا ٹھیکا ہمارے صوبے نے اٹھایا ہوا ہے؟

آپ بھی عمران خان کو اپنی خدمت کا موقع دے میں آپ کو یقین دلاتا ہوں کہ وہ ایک سال میں ہی کراچی اور لاہور کو پشاور بنادیں گا۔ہمارے صوبے کی محرومی دور کرنا کا ایک یہی طریقہ بچا ہے۔اپنی خوشیاں تو آپ ہمارے ساتھ بانٹتے نہیں کچھ بربادیاں ہی بانٹ لو۔بلوچستان کی عوام سے کوئی گلہ نہیں نہ انکو کسی کو ووٹ دینے کی فرمائش کروگاان کا ووٹ مخلوقات خلا میں ہی ڈال دیں گی۔

مئی 2013 میں ہونے والے انتخابات میں کے پی کے کی عوام نے خان صاحب کو بہت عزت دی تھی مگر خان صاجب نے انکو اپنی نمائندگی کے قابل نہیں سمجھا۔

خان صاحب زمینی اور خلائی طاقتیں آپ کے ساتھ ہیں۔روحانیت کا سرچشمہ تو ماشاء اللہ آپ کے گھر سے پھوٹ رہا ہے۔قوی امکان ہے کہ یہ سب ملکر آپ کے دیرینہ ارمان کی تکمیل کردیں گے اور آپ وزیراعظم پاکستان بن ہی جائے گئے۔ابھی تاریخ دان آپ کی مرضی کی تاریخ لکھ رہے ہیں اور وزیراعظم بننے کے بعد بھی تاریخ کا قلم دان آپ کے ہاتھ میں ہی ہوگا۔مگر میرے صوبے کے عوام اس گناہ میں شامل نہیں ہونگےہم 25 جولاِئی کو آپ کو آپ کی حقیقت بتادے گئے۔بڑی بڑی باتیں کرنا بری بات نہیں ہروقت بڑی بڑی باتیں کرنا بری بات ہے۔

CJP Took notice of billions being embezzled by the PMLN former government hell bent on even stealing the last few funds of hospital allocated in the name of restarting work on incomplete hospital.



Rs5.3 billion allocatedfor Women and Children Hospital in Rawalpindi


Rawalpindi: Though the federal government has made huge allocation of funds worth Rs5.3 billion for restarting work on suspended mega project ‘Women and Children Hospital,’ near Eidgah, Asghar Mall Road yet the people have to wait for at least one year or more to see this scheme materialised into reality.

Former MNA and leader of PML(N), Shakil Awan told that the Prime Minister, Shahid Khaqan Abbasi has approved the feasibility report of Women and Children Hospital and allocated Rs5.3 billions for this purpose to the Punjab government.

However, the allocation of funds for this health scheme would be made in the coming national budget for the year 2018-19. As soon as the funds are released, work on the incomplete health project would kick off immediately.

It merits to mention here that the project of Women and Children Hospital was inaugurated during the regime of President Pervaiz Musharraf way back in 2007 and almost 50 per cent work on this institution had been completed. However, with the takeover of PPP government in the Centre and PML(N) in Punjab work on this mega project suspended only because of political reasons in 2008 which still remains incomplete since then.

Shakil Awan after getting elected as MNA from NA-55 in 2010 bye-elections had stated then that the Punjab government wants to restart work on incomplete project of Women and Children Hospital but the ruling party in centre PPP is objecting over it by describing the matter as a federal subject . Due to this political reason, the work on this scheme remained neglected and ignored during this regime.

Similarly, when PML(N) formed its government both in centre and Punjab as well in 2013, people believed that now the work on this health institution would kick off without any further delay. The Punjab government headed by Chief Minister, initiated number of health schemes to the tune of billions of rupees in certain parts of Punjab particularly Rawalpindi to make improvement in this sector. However, ironically not a single penny was allocated in any of the budget over the last four year for restarting work on this incomplete health institution. According to analysts and observers, the work on Work on Women and Children Hospital still remained ignored and neglected by the Punjab government of PML(N) because the idea of constructing this health institution was floated by former Federal Minister Sheikh Rashid. Now when the general elections are not far away, the PML(N) has made allocations of huge funds for this project just to win the hearts of people and score political points. The term of present government is near to end with the interim set up for three months.

This would be followed by general elections in the country. All this process would take another 9 to 10 months to complete. Will the interim government would release the allocated funds of Rs5.3 billions made by PML(N) before the general elections remains a dream. Moreover, if there is a new political set up after general elections, will the policies and decisions of the present government would be accepted and enforced creates a question mark in the minds of people. On this grounds, the people have to wait and keep on guessing whether the health scheme would really be transformed into reality before the start of fiscal year 2019-2020
