British India was an entity united by force, it was not then and is not now a monolithic ethnic or cultural entity - a South Asian Europe, except that it didn't even have a single religious identity like Christianity in Europe.

The whole purpose of a plebiscite or referendum in such a situation is to give the different ethno-linguistic and religious groups a voice in their future and destiny, which means each ethno-linguistic group would have the choice to vote in a referendum/plebiscite to choose between Independence, joining Pakistan or joining Hindustan.
