And who said when needed we wont go for Israel-like first strike strategy.
Developing a missile to drop a tactical nuke is just a small part,though it comes at a huge cost.Developing a tactical nuke to fit in to that missile is another big hurdle and then comes the testing part which is the biggest of all hurdles.Then follows raising battalions who will deploy it and their proper training,integration, a lot of things.So,we can conclude that building up a strategy to use tactical nukes in order to stop the advancing army is going to cost a lot.
It seems Pakistan is bent upon making this strategy a successful one.Hence this signifies a paradigm shift in the military doctrine of Pakistan which was previously based on offensive strikes deep inside Indian territory using fighter jets followed by advance of mechanized columns and army.
Now ,it seems,more importance is over defensive capabilities,and whole new strategies are being planned and created from the scratch.
This is going to cost money and resources,which are not unlimited for any country,and quite limited in case of Pakistan.Besides nobody in their sane mind would like to use a tactical nuke first and then march in to the affected area.
Henceforth, we can assume that nowadays more importance is over defense than offense.
