Pakistan begin naval exercise SeaSpark

Islamabad, Oct 12 (Xinhua) The Pakistan Navy Monday started its six-week-long Seaspark 2009 maritime exercise in the North Arabian Sea, officials said.

Pakistan Marines, Special Services Group, ships, submarines and aircraft will participate in the exercise, the Inter Services Public Relations said in a statement.


The main objective of the exercise is to assess the operational readiness of Pakistan Navy.


The exercise is divided into four phases – preparatory, mobilisation, war and analysis.


Currently, it is in the mobilisation phase that includes activation of forward operating bases, dispersal sites and command and control centres, the statement said

Pakistan Navy's maritime exercise `SEASPARK 2009' commenced on Monday.

An ISPR (Navy) press release said on Monday that the exercises panning over six weeks, will be conducted in North Arabian Sea employing all operational units of Pakistan Navy including ships, submarines, aircraft, Special Services Group and Pak Marines.

It said that the main objective of the exercise is to assess the operational readiness of Pakistan Navy and provide an opportunity to the officers and men to operate under multi-threat environment and exercise responses accordingly.

The exercise has been divided into four main phases: Preparatory, Mobilization, War and Analysis.

The exercise is presently in the Mobilization Phase which includes activation of Forward Operating Bases, Dispersal Sites and Command and Control Centers.

Opening brief of the exercise was held this morning at PN Dockyard which was presided over by Chief of the Naval Staff, Admiral Noman Bashir.

Participating units of the exercise, which also include supporting units from PAF, have been divided into Blue and Orange forces depicting friend and foe respectively.

The exercise is conducted under the auspices of Pakistan Navy Ops Directorate headed by Rear Admiral Tanveer Faiz.

Commander Pakistan Fleet Rear Admiral Asif Sandila commands the Blue Force whereas Rear Admiral Abbas Raza is incharge of Orange Force.

During the inaugural session, the Force Commanders presented their Concept of Operations (ConOps).

Any news about the composition of the platforms participating in the exercise? i mean how many ships, submarines, surveylance aircrafts, and furthermore, would Mirage V participate in the exercise? would they try these aircrafts in that role?

F-22P frigates for Pakistan Navy pilot specifically "tailored" F-22P-class warship is equipped with advanced weapons systems and sensors, and the Pakistani anti-submarine helicopters Z9EC equipment will also be its platform for carrying. In addition to anti-submarine ship equipped with helicopters, he also equipped with anti-ship missiles, air defense missiles and other defense systems. ‘Pakistan Navy has reinforced maritime security’

KARACHI: Chief of the Naval Staff Admiral Noman Bashir said Thursday Pakistan Navy has tightened, as well as reinforced, the maritime security in its naval territories, following the Mumbai attacks. Talking to the media on PNS Nasr on the last day of the tactical (war at sea) phase, which is a part of ongoing six-week-long maritime exercise, Seaspark 2009, in North Arabian Sea, he suggested a joint maritime security agency comprising maritime security agency, ports and shipping and other agencies, while Pakistan Navy heads it.

The exercise, which started on October 21, included the employment of operational units of Pakistan Navy including ships, aircraft, submarines, Special Services Group and Pakistan Marines. A group of media persons were taken to PNS Nasr, which is located in North Arabian Sea, via Sea King helicopters so that they could witness Seaspark 2009.

According to ISPR officials, the main object of the exercise was to assess the operational readiness of Pakistan Navy and provide an opportunity to the officers and men to operate under multi-threat environment and exercise responses. The Seaspark 2009 maritime exercise was held in four phases, including the planning or standby phase, opening brief or mobilisation, the war that was divided into two parts, the precautionary (harbour) phase and tactical (war at sea) phase and the analysis, which would start on November 2. During the exercise on Thursday, the personnel demonstrated their expertise by landing from helicopters into ships to search them, while they also demonstrated how to search submarines.

“The North Arabian Sea is the most important waterway, which does not only hold importance for being Pakistan’s pathway of 97’s trade, but also for the world as most of trade is done via this channel,” said Bashir, adding that besides having commercial importance, it is also important because it leads to the Arab countries, which have almost 97 percent of the world’s total oil reserves.

He said that Pakistan is the only non-NATO country that is a part of the Combined Task Force 150 (CTF-150), which is a multinational coalition naval task force with logistics facilities established to monitor, inspect, board, and stop suspected shipping to pursue the War on Terrorism. Pakistan is also a part of the Horn of Africa region (HOA), including operations in the North Arabian Sea and also the part of Combined Task Force 151 (CTF-151), the international naval task force against piracy on ships, off the coast of Somalia.

Answering a question, Bashir said that the Gwadar port must constructed as a commercial port where Pakistan Navy is a building base for naval operation. Talking about a ferry service, he said that until there is no demand for such a service, it would not be considered.

Karachi—Chief of Naval Staff Admiral Noman Bashir has urged for the fast development of Gwadar port to be recognized as internationally operational port. He was talking to media members on the deck of ‘PNS Nasr’ after successful conclusion of the biennial naval exercise “Seaspark 2009”.

He said from the very beginning Pakistan Navy was interested in developing this port since it was a strategic area for traffic of the world oil. But unfortunately till today this port had not become fully operational due to lack of communication infrastructure and weak road network. He urged that port-operator which is a foreign company (Singapore Port Authority) should do something to bring this port fast operational. On the other hand Government should also give priority to develop this region.

Replying to a question from Pakistan Observer the CNS said Pakistan Navy has never opposed the idea for running ferry service between Karachi and Gwadar ports. To another question he denied a news item in local media dated 29th September that he had proposed for establishment of a joint maritime security agency with India to avoid Mumbai-like terrorist attacks in future. Admiral Noman Bashir said he did not suggest or propose any such venture with India and his name was wrongly quoted in the said news item.

A strong navy plays active role not in war but also in peacetime to provide safeguard for shipping trade, which is vital part of our economy as 97 percent of Pakistan’s trade is conducted through merchant shipping. By the Grace of God I am satisfied with the results of these exercises being concluded today. This will further improve our capability for restoring peace and to face war,” he said.

The CNS said he had suggested the government to bring all the local maritime organizations like MSA, PNSC, Coast Guards, KPT, PQA, and Gwadar Port Authority under one umbrella to fight war against terrorism for the safety of Pakistani waters.

Commenting on “SEASPARK 2009” Exercise he said it was a test of Pakistan Navy for its war preparedness and capability. Indian ambitions are already increasing in this region.

KARACHI: Pakistan is considering to establish an umbrella organisation tasked to supervise all the separate maritime authorities so that no terrorist attack could be launched on a neighbouring country from its land and waters.

This was said by Chief of Naval Staff Admiral Noman Bashir on the concluding day of Seaspark, a 20-day biennial military exercise involving the navy.

Speaking to journalists on board PNS Nasr, Admiral Bashir conceded the proposal gained currency following reports that Mumbai terrorist attacks had been launched from Pakistani waters.

Elaborating on the proposal, he said that Pakistan Navy would be responsible for the overall supervision of the Maritime Security Agency, Coast Guards, fisheries department, Karachi Port Trust and customs, adding that all the authorities would work in close coordination with one another.

He argued that such an organisation would minimise the chance of Pakistani soil — or waters — being used as a springboard for militant attacks.

In reply to a question, he said some counter-terrorism measures had been taken in the meantime and deployment had been reinforced in the south-eastern coastal area of India where Pakistan was coordinating with international intelligence agencies.

He said that Pakistan Navy was an integral part of the world anti-terrorism coalition, and was commanding the Combined Task Force 150.

The CTF 150 conducts maritime security operations in the Gulf of Aden, the Gulf of Oman, the Arabian Sea, the Red Sea and the Indian Ocean.

He said the navy would conduct a major exercise with Saudi Arabia in January.

He said naval operations were being developed at the Gwadar port whose strategic importance could hardly be overemphasised.

He recalled that the navy had originally mooted the idea of the development of the Gwadar port as a trade port as well as a military port.

Earlier, Admiral Bashir witnessed the naval exercises which saw PNS Nasr, a fleet oil tanker built in the Chinese port of Dalian, provide fuel to PNS Tariq and PNS Zulfiqar. The three vessels were moving at the speed of around 12 knots when the replenishment operation took place.

Two Sea King helicopters lowered divers into the sea as navy commandos abseiled down another helicopter on to a ship in an exercise thought to simulate anti-piracy operations off the troubled Somali coast.

An Atlantic aircraft dropped depth charges. PNS Hurmat, an Agosta 70 submarine, executed an emergency diving and surfacing drill.

The chief of naval staff also performed a fleet review as mine counter-measure vessels, missile launchers, gunboats, frigates, MSA vessels and PNS Moawin sailed past PNS Nasr.
