Pakistan Army | Balochistan Earthquake relief effort.

ISLAMABAD: While none of the disaster management institution is functional in the country, only Pakistan Army is working on ground in Balochistan after Tuesday’s earthquake for rescue and according to ISPR the actual figures of causalities would only come to light today (Wednesday).

There is no provincial cabinet in Balochistan, its chief minister is in London to attend Faiz-Aman Mela and provincial disaster management authority was non-existent till the last reports came in.

According to ISPR sources, given the very few sources of communication in different areas of Balochistan, only FC was reaching the earthquake hit areas and exact facts and figures would only be confirmed on Wednesday. ISPR officially released the details of its prompt action in the natural calamity hit areas of Balochistan.

Officials, however, are sure that there would not be some huge figure of causalities as if there would have been any such major tragedy in some far-flung area of the province, the same could have reported till late night on Tuesday.

Almost all of the officials of National Disaster Management Authority (NDMA) went into hiding right after the disastrous earthquake at 1629 hrs on Tuesday and all its offices were closed. No one from NDMA came online even till late at night. All official numbers remained unattended till late night. However, an official while talking to The News said that NDMA in fact is simply “a policy making body” and it has nothing to do with any “on-ground operation” right after any such tragedy. “NDMA only devise policies for ‘risk reduction’ so the damage could be ‘as minimum as possible’ after any such disastrous situation and on-ground operations for rescue are to be carried out only by the concerned district and provincial authorities, an official said adding “NDMA as no role after any disaster has taken place and generally people misunderstand because of the nomenclature of name of the institution”. It was interesting however as according to some reports the government has immediately appointed some Hafiz Basit as Director General of Balochistan’s provincial disaster management authority, a position vacant since long, right after the earthquake on Tuesday.

NDMA is headed by a serving army general Maj Gen Muhammad Saeed Aleem and mostly serving army officials run the show in the authority.

On the other hand, after army’s rescue operation started in Balochistan, ISPR continuously updated media about different relief activities. Earthquake Reconstruction and Rehabilitation Authority (ERRA) also started working on ground. According to Brig Syed Wajid Raza of ERRA, his organisation started working for initial assessment, survey and damage need assessment which is mandatory for it under ERRA law. ERRA officials told The News that basic function of ERRA is reconstruction and rehabilitation after rescue phase is completed. Officials said that ERRA has no role in initial rescue operations.

Interactions with all these institutions establish that there is not a single civilian institution for the rescue operations and after spending huge amounts of money organisations like NDMA, having dozens of officials enjoying high perks and privileges (at least higher than normal government officers), simply have a role of coordination between provincial disaster management authorities, and other government departments. NDMA was not there even for this function on Tuesday evening. In absence of chief minister, provincial cabinet, no disaster management institution at provincial and federal level, some jawans of FC and on some places, jawans of army were conducting operation. Only one army helicopter having medical staff was sent to Awaran.

Awaran city has population of 350,000 and there are eight villages around this small city. Khuzdar was also badly hit. According to ERRA sources, some areas of Dalbadin were also badly affected. Interactions by The News proved the fact that every organisation was working separately in tragedy-hit areas with no central control.

It was not clear that new government has any intentions to improve the institutions like NDMA.

Officials told The News that even with the given mandate NDMA could have trained staff of different departments to work during disastrous situations; it could improve its role of coordination at the time of such tragedy; but there is nothing except lip service.

QUETTA: Balochistan government spokesman Jan Mohammad Buledi Wednesday morning confirmed that 216 people have died in the 7.8 magnitude earthquake that flattened almost everything in the Awaran district, while 8 persons perished in Turbat of Balochistan, Geo News reported.

Buledi said that in all six districts of Balochistan were hit by the earthquake, which included Turbat, Awaran, Panjgor, Chagi, Khuzdar and Gawadar, while of them Awaran witnessed widespread devastations, where in Tehsil Mashkay alone 55 persons died.

The provincial government has declared emergency. Rescue work is underway and the Frontier Corps and the Army are providing aid to the victims.

District Administration and the Provincial Disaster Management Authority are also doing its utmost to provide relief and succour to the suffering people in the area.

Officials said the tremors demolished hundreds of mud houses and it was feared that the death toll would increase.

According to the Meteorological Department, the epicentre of the 7.7 magnitude earthquake was 120Km southwest of Khuzdar in Balochistan province at a depth of 23 kilometres. The US Geological Survey measured the earthquake at 7.8.

Tremors were also felt in Quetta, Hub, Khuzdar, Qalat, Sibi, Mastung, Jafferabad, Gawadar, Turbat, Panjgor, Kharan, Jhal Magsi, Noshki and the adjoining areas. However, except Turbat, no loss of life reported in these areas.

Several areas in Sindh including Karachi was also hit by tremors, but its duration being brief, no damage was done.

منگل سہہ پہر چار بج کر انتیس منٹ پر زمین دہل گئی اورعمارتیں جھولنے لگیں، زلزلے کے شدید جھٹکوں نے شہریوں کو خوفزدہ کر دیا۔ لوگ کلمہ طیبہ کا ورد کرتے گھروں اور دفاتر سے باہر نکل آئے۔ زلزلے سے سب سے زیادہ نقصان بلوچستان کے شہر آواران میں ہوا۔ مقامی انتظامیہ کے مطابق شہر میں لیویز آفس سمیت چالیس فیصد عمارتیں تباہ ہو چکی ہیں۔ زلزلے کے بعد شہر میں ایمرجنسی نافذ کر دی گئی۔ ایف سی کی ریسکیو ٹیمیں اور پاک فوج کے جوان بھی متاثرہ علاقوں میں پہنچ گئے اور امدادی کارروائیاں شروع کر دیں۔ جاہو، کشکور ، کولوہ،مالار، خضدار، ماشکیل اور تربت میں بھی بڑے پیمانے پر تباہی ہوئی۔ گوادر میں بھی کئی مکانات کی دیواریں گر گئیں۔ زلزلے کے جھٹکے صوبائی دارالحکومت کوئٹہ میں بھی محسوس کئے گئے۔ شدید زلزلے نے کراچی سمیت سندھ کو بھی ہلا کر رکھ دیا۔ نوکنڈی، جیکب آباد، حیدر آباد، دالبندین اور لاڑکانہ سمیت اندرون سندھ بھی جھٹکے محسوس کئے گئے۔ امریکی جیولوجیکل سروے کے مطابق زلزلے کی شدت سات اعشاریہ آٹھ ریکارڈ کی گئی۔ زلزلے کا مرکز خضدار سے ایک سو بیس کلومیٹر دور مغرب میں تھا۔ پاکستان کے ساتھ ساتھ نئی دہلی سمیت شمالی بھارت کے کئی شہروں میں بھی زلزلے کے شدید جھٹکے محسوس کئے گئے۔ زلزلے کے بعد آفٹرشاکس بھی محسوس کئے گئے۔

QUETTA: The death toll in Balochistan from the powerful 7.8 magnitude earthquake which struck southwest Pakistan has risen to 265.

Officials said the tremors demolished hundreds of mud houses and it was feared that the death toll would increase.

Balochistan government spokesman Jan Muhammaed Buledi while speaking to Geo News confirmed the death of 30 people in Kech district of the province. Buledi said that all six districts of Balochistan were hit by the earthquake, which included Turbat, Awaran, Panjgor, Chagi, Khuzdar and Gwadar, while of them Awaran witnessed widespread devastations, where in Tehsil Mashkay alone 55 persons died.

The provincial government has declared emergency. Rescue work is underway and the Frontier Corps and the Army are providing aid to the victims.

District Administration and the Provincial Disaster Management Authority are also doing its utmost to provide relief to the suffering people in the area.

"We are seriously lacking medical facilities and there is no space to treat injured people in the local hospitals. We are trying to shift seriously injured people to Karachi through helicopters and others to the neighbouring districts," Buledi said.

The scale of the territory involved is daunting. Awaran district has an estimated population of around 300,000, scattered over an area of more than 21,000 square kilometres (8,000 square miles).

Tremors were also felt in Quetta, Hub, Khuzdar, Qalat, Sibi, Mastung, Jafferabad, Gawadar, Turbat, Panjgor, Kharan, Jhal Magsi, Noshki and the adjoining areas. However, except Turbat, no loss of life reported in these areas.

11.40 am: Mansoor Ali Khan, Geo News journalist, tweeted that the death toll may have gone to 238. However, Additional Home Secretary of Baluchistan Zahid bin Maqsood, put the death toll at 210, according to the Associated Press. bin Maqsood told the agency that 375 people had been injured. A spokesman for the provincial government, Jan Mohammad Bulaidi, put the death toll at 216 — conflicting figures likely due to the difficulty in contacting local officials and people in the remote region, also according to AP. In Pakistani cities such as Karachi along the Arabian Sea and Quetta, the capital of Baluchistan province, people ran into the streets in fear, praying for their lives when the quake hit.

The report adds that far-flung areas in Balochistan are yet to be reached by rescue teams because of the terrain and lack of proper roads. The earthquake which struck Pakistan yesterday had a 7.7-magnitude. Chief Minister Balochistan Abdul Malik Baloch yesterday declared an emergency in Awaran and five other districts.
10.30 am: New island rises in sea because of earthquake PTI also reports that the quake was so strong that it prompted a new ‘island’ to rise from the sea just off Pakistan’s southern coast. The earthquake caused the seabed to rise and create a small, mountain-like island about 600 meters off Gwadar coastline in the Arabian Sea. “The island popped up soon after the earthquake. Our staff stationed in Gwadar has reported that the island is about one and a half kilometres away from the coastline,” said Dr Asif Inam, the Principal Scientific Officer of the National Institute of Oceanography. It’s the third time in 15 years that such a phenomenon has occurred along the Balochistan coast.
