PAKISTAN AND ITALY COMMIT TO STRENGTHENING DEFENCE TIES

Last week, Pakistan and Italy had held the 11th Pakistan-Italy Joint Committee on Defence Systems (JCDS) meeting in Rawalpindi, Pakistan. The Italian delegation was led by Lt. Gen. Nicolò Falsaperna, the Deputy Secretary General of Defence and Deputy National Armaments Director.

Pakistan’s Defence Minister Khurram Dastgir Khan also had a three-day official visit to Rome on invitation by his Italian counterpart Roberta Pinotti, during which he visited various defence vendors.

In 2013, Pakistan and Italy signed then Strategic Engagement Plan (SEP), an accord for growth in bilateral relations, including defence relations. Pakistan’s defence acquisitions from Italy have included 10 Spada-2000 Plus surface-to-air missile (SAM) batteries and Falco unmanned aerial vehicles (UAV). In 2016, the Pakistan Army and Pakistan Air Force (PAF) also acquired Leonardo AW139 utility helicopters.

With the completion of the 11th JCDS meeting, the two sides agreed to strengthen cooperation in defence production. Lt. Gen Falsaperna and the Secretary of Pakistan’s Ministry of Defence Production (MoDP) Lt. Gen (retired) Muhammad Ijaz Chaudhry signed an agreement.

Notes & Comments:

The Italian defence industry had identified several potential opportunities in Pakistan. At the International Defence Exhibition and Seminar (IDEAS), which was held in Karachi, Pakistan in November 2016 Leonardo displayed its Vixen 1000E active electronically-scanned array (AESA) radar, aiming to pitch the radar to the PAF for use on the JF-17 Block-III. It is unlikely that Pakistan will acquire the Vixen 1000E as integration with the SD-10, the JF-17’s main air-to-air missile, will necessitate the transfer of source-codes between Selex EX and Chinese parties. Elettronica’s EDGE Escort Jamming Pod, which is ITAR (International Traffic in Arms Regulations)-free, could be of interest provided the JF-17 Block-II/III has such a need.

The small-arms maker Beretta had exhibited its ARX-200 battle rifle and ARX-160 assault rifle at IDEAS as well, aiming for a possible Pakistan Army standard-issue rifle tender. The status of the Army rifle program is not known. In 2016 Pakistan Ordnance Factories (POF) signed a memorandum-of-understanding (MoU) with Sir Meccanica, a provider of machining hardware for manufacturing. Italy will have a role in POF’s modernization efforts. In February 2017, POF also signed a letter-of-understanding (LOU) with Beretta to market Beretta’s goods in Pakistan.

In April, the Italian Navy frigate ITS Carabiniere visited Pakistan with representatives from Leonardo, MBDA, Elettronica and Fincantieri. In this respect, Leonardo, MBDA and Elettronica could seek subsystem contracts in existing and prospective Pakistan Navy programs, such as fitting surface combatants with new sensors, electronic support measures and/or munitions. Currently, Leonardo is providing SeaSpray AESA radars for the Pakistan’s Sea King anti-submarine warfare helicopters and ATR-72 maritime patrol aircraft.

Pakistan’s interests are unclear, though Italy’s consistent willingness to engage should have an impact in Islamabad seeing the general precariousness of Pakistan’s defence ties with Western suppliers. Italy is an exception in that respect. Besides discussing possible purchases to Pakistan, Italy has also been willing to engage with the Pakistani defence industry. At IDEAS 2016, the Italian ammunition maker Fiocchi signed a LOU with POF to explore sourcing brass and gliding metal clad steel from POF. These initiatives can be an opportunity for Pakistan to link major acquisitions to commercial offsets (e.g. pushing for POF to join the Italian industry’s supplier channel).

in civilian market there is a market for small arms / handguns.....same as POF did with Sarsilmaz, they are now engaging Bereta to manufacturer 92fs locally....given the market trend this handgun is a hot piece (clone), also this handgun has a proven track record in Military / LEA ......so with machines upgraded Pof will be able to manufacture their own Handguns......
Also there is the up gradation of Machines such as Ammunition that will allow POF to have a more refined product be it a 7.62 x 51 or a 9mm

Pakistan should get the licence for Vixen 1000E anyways to test it out with F16 or Mirage upgrade Also never hurts to bring a JF17 Block 3B , with Italian Radar and Western Missiles :enjoy:

Having a Duel option for Block 3A Thunders with Chinese AESA and Block 3B with Western Radar/Missile Package would give the bird some diversity and inclusion

If Hypothetically we got Italian Radar for JF17 Bock 3B , we might have to discuss a Frenc Missile deal with France or South Africa

Even for civilian market I think instead of promoting Berreta 92 they should promote this one

StormPx4 is a much better choice with its rotating barrel design, polymer frame ....however what i don't like about it is the Bore Axis...itsway too high.....but then recoil is compensated with rotating barrel.....this is a striker fired pistol with low bore axis.....recoil management may be an issue

Such a chopper would be great for Navy

This would certainly be fantastic for duel purpose , Missions and also rescue on ground as it has ample capability

The Craft is really idea for a serious Supply / Troop / Support / Multi purpose role
We have lacked a Load carrying Chopper and this is a nice Helicopter to consider 10-20 Units

Well with Italy , we could enhance understanding with a fresh order for SPADA , perhaps advance variant
or Go in the Helicopter route

The AESA radar is a nice prospect
  • JF17 Block 3b
  • Or we can fit it in Mirage fleet
  • Or we can upgrade F16 Fleet
Very very enticing possibilities

However realistically , the speed with which we closed the T-129 (or still negotiating) deal indicates any addition or new news would take years to be released what exactly are we getting
