As you know, the world economy runs on debt and every country borrows.
The logic is to have the strength to pay it back, which India does.

Whereas this kind of 'off the book' non-investment borrowing happens when you're left with no choice.

Yes tax evaders included...though I would go easier on middle to lower middle class at first and go after the big fish hard...
But once the country is stabilized where even the middle class and lower middle class can be taxed comfortably(at lower tax brackets) without jeopardizing their survival...then the hammer of justice would strike equally on everyone.

One reason why india is at the bottom of Happiness index among all its neighbours is the hatred that is deep rooted in them. They criticize everything esp if its linked to Pakistan. One of the major sign of low confidence and moral is constant comparison and trying to prove that we are some how better. At the end of the day what matter is how masses feel, if they are happy and satisfied everything else is secondary, and Indians arent happy.
