I don't have technical knowledge of the area of the LoC and the International Border but I don't understand why can't both governments move local population away from sniper zone and mortar zone.

And why can't the UNO keep personnel at least along some of the LoC and IB ??

UNMOGIP [United Nations Military Observer Group in India and Pakistan] is present in India and Pakistan and it is mandated to report on the ceasefire between India and Pakistan along the LoC [Line of Control]. The UN observers routinely visit and monitor Pakistani side of LoC But India doesn't allow UN observers near LoC on their side ... Moreover, India accuses Pakistan of cease fire violations and infiltration but then it's India (and not Pakistan) which refuses to allow any neutral mechanism to investigate such charges.
